Recruitment Number 09-905, DIRECTOR OF INFORMATION TECHNOLOGY AND BUSINESS SERVICES, EM-08, ($6,654.- $9,316* monthly). O'ahu.

*Starting salary may be at a rate between the minimum and maximum salary range listed above.

 Summary of Duties:

Under the broad and general direction of the Administrative Director of the Courts, plans, directs, coordinates, and administers the Judiciary-wide information technology, telecommunications, and business services functions, activities, and operations; serves on the Senior Management Team, and serves as liaison with public and private organizations and agencies pertaining to the scope of responsibility.

 Minimum Qualification Requirements:

Education Requirement:

All applicants must meet one of the requirements specified in A, B, or C below:

A. Bachelor’s degree in Information Technology, Computer Science, Management Information Science, or a closely related field.

B. Bachelor’s degree from an accredited college or university with a minimum of twelve semester hours in accounting, finance, quantitative, or business management subjects from an accredited college or university.

C. Excess experience of the types and quality described in the Specialized, Supervisory or Administrative Experience sections below may be substituted for education on a year-for-year basis.Experience Requirements

Except for the substitutions provided for in this specification, applicants must have had progressively responsible experience of the kind and quality and amounts shown below.

Specialized Experience: Four (4) years of progressively responsible professional work experience in managing large-scale information technology system analysis and development functions which included accounting, fiscal or business management applications which required an understanding of professional accounting or fiscal management principles, practices and processes. The work must have demonstrated active involvement in and knowledge, understanding, and application of information technology principles, methods, techniques and practices; assessment and acquisition of computer hardware, software and peripheral equipment; personal computer, server, mini and/or mainframe operating systems, and web or network infrastructure equipment.

Preferred/Desired qualifications:

In addition to possessing the quantity and quality of professional experience described above, the applicant’s experience will have been gained within the past ten (10) years. Further, the experience will demonstrate the ability to manage the accounting and/or fiscal management technology requirements in a multi-faceted organization with multiple major subdivisions and diverse internal and external stakeholders.

Supervisory Experience: Two (2) years of supervisory experience in information technology, computer sciences which included: 1) planning and directing the work of others; 2) assigning and reviewing their work; 3) advising them on difficult and complex problem areas; 4) timing and scheduling their work; 5) evaluating job performance; and 6) training and developing new employees.

Administrative Experience: Two (2) years of administrative experience which included leadership and responsibility for program direction, goals, improving business processes and effectively managing a workforce of technical and administrative staff; program evaluation and analysis; development, justification and management of budget and expenditures; policy formulation and implementation; and overall technical guidance and leadership.

Substitutions of Education for Experience Allowed:

1) Partial completion of a master’s degree program in computer science, management information science, information technology, accounting, auditing or a closely related field from an accredited college or university may be substituted on a month-for-month basis up to a maximum of one (1) year for the required Specialized Experience.

2) Possession of a master’s degree in computer science, management information science, information technology, accounting, auditing, or a closely related field from an accredited college or university may be substituted for one and one-half (1 ½ ) years of Specialized Experience.

3) Possession of a Ph.D. degree in computer science, management information science, information technology, accounting, auditing, or a closely related field from an accredited college or university may be substituted for two and one-half (2 ½ ) years of Specialized Experience.

4) Possession of a valid and current Hawaii Certified Public Accountant certificate may be substituted for up to two and one-half (2 ½) years of the Specialized Experience.

5) Excess supervisory and/or administrative experience of the types and quality described above may be substituted for Specialized Experience on a year-for-year basis.6) Excess administrative experience of the type described above may be substituted for Supervisory Experience on a year-for-year basis.
