Job Summary

The City of Bellevue Transportation Department is seeking a Transportation Engineer interested in Intelligent Transportation Systems (ITS) who is self-motivated and team-oriented to join our team in the Smart Mobility Division. You will have the opportunity to learn and collaborate alongside an innovative team that utilizes the latest technologies to manage the transportation network in Bellevue.
 
The Smart Mobility Division at Bellevue is responsible for planning and implementing technologies to support the safe and efficient operations of goods and people on city streets.  The Smart Mobility Division operates a state-of-the-art adaptive traffic signal system that communicates over a high-speed fiber network.  Additionally, we are responsible for planning, implementing and operating emerging technologies that are identified on the City’s Smart Mobility Plan such as advancement of autonomous vehicles or curbside monitoring technologies.  The Transportation Engineer will support a variety of transportation projects and plans that support the city’s overarching Smart Mobility Vision which is to “use innovation and partnerships to deploy emerging technologies that enhance the safety, sustainability, efficiency, and accessibility of Bellevue’s transportation system.”

Essential Duties and Responsibilities

  • Implement traffic signal timing plans under the guidance of a Senior ITS Engineer.
  • Perform traffic signal timing analysis using simulation tools such as Synchro, SimTraffic, and VISSIM to forecast and determine operational outcomes.
  • Assist in projects to research, design and implement new transportation technologies (examples include connected vehicles, autonomous vehicles, real-time traveler information systems, etc.)
  • Develop design plans for signal and ITS infrastructure projects under the guidance of a Senior ITS Engineer.
  • Research, prepare, and present technical recommendations to other department staff.
  • Provide direct customer service which includes the general public.
  • Participate in multi-disciplinary teams to support transportation initiatives.  
Supervision Received and Exercised
  • The Transportation Engineer will work under the general supervision of the Smart Mobility Manager.

Qualifications

Education and Experience Requirements:

  • Graduation from an accredited four-year college or university with a degree in Civil Engineering or a closely related field.   Successful completion of transportation courses in a college or university program is desirable. 
  • 1-2 years of applied experience in the field of transportation through internship experience or applied coursework. 
  • Washington State Engineer-in-Training certification is required. Ability to obtain within one year will be considered.
  • Must possess a valid Washington State Driver’s license by date of hire. Must have and maintain a good driving record. 
Knowledge, Skills, and Abilities:
  • Excellent verbal, written and interpersonal communication skills. 
  • General understanding and knowledge of transportation engineering principles, practices, and methods. 
  • Experience using AutoCAD for the preparation of design plans is preferred.
  • Experience or ability to learn traffic simulation tools such as Synchro, SimTraffic, and VISSIM is preferred.
  • Ability to reference and learn industry guidelines and standards such as MUTCD, PROWAG, and AASHTO to advance traffic operations strategies or designs.
  • Ability to manage time on multiple projects, issues, and priorities effectively and simultaneously with attention to detail.
  • Ability to work effectively as a team member and to promote a positive work environment. 
  • Ability to adapt to change and learn as new initiatives, methods, and procedures are implemented.
  • Ability to use sound judgment under stressful situations. Ability to problem solve and resolve conflicts with a wide variety of stakeholders, make decisions, and develop recommendations.
  • Ability to compile and analyze data and research complex issues, including new and innovation techniques for addressing mobility.
  • Knowledge of Microsoft Office software to prepare documents, presentations, and spreadsheets. Ability to use computer software to improve work processes, such as databases, spreadsheets, and project management tools is desirable.
  • Knowledge of computer software coding techniques and fundamentals is a desirable but not required skillset to support Bellevue’s adaptive traffic signal control operations.

Work Location: Must be located within commuting distance of Bellevue City Hall. There is an opportunity for some remote work, as agreed upon with the supervisor.

Paydays - The City of Bellevue pays employees on the 8th and the 23rd of each month (24 pay periods per year).

Please note that the City does not participate in the Social Security Administration (SSA) program, and employees do not earn social security credits. The mandatory DRS retirement pension plan provides the required social security replacement plan. Any social security benefits earned at other places of employment may be reduced because they are subject to the Windfall Elimination Provision or the Government Pension Offset.
