This position will support the delivery of the City’s Capital Transportation Construction program as the primary office engineer and will assist in the management of projects, leading the work of staff and consultants. It is a 3-year Limited Term Employment (LTE) position in a growing department with future possibilities.

Essential Duties and Responsibilities

  • Manages and assists other project managers managing transportation infrastructure construction contracts including change management, contract management, measurement and payment issues, change order negotiation, schedule development and review.
  • Assists in establishing and maintaining documentation to meet funding source requirements. 
  • Reviews engineering plans and project specifications for constructability issues and provides feedback to internal and consultant design teams.
  • Performs engineering analysis related to change management, quality control, contractor merit for design and schedule changes.  
  • Interprets and applies standards, guidelines, and policies to transportation construction programs and projects; leads teams to develop new or update existing standards, programs or codes.
  • Participates in project assessments and project performance reviews.
  • Assists in the selection and oversight of the work of consultants, monitoring progress and expenditures. Provides consultant guidance and reviews consultant's deliverables.  Administers consultant contracts for design or construction management services.
  • Serves as a technical expert in diverse areas such as safety, environmental, and design issues; develops measures to mitigate project risks and impacts; develops concepts of operations and participates in selection of appropriate resources, technology and equipment for projects.
  • Manages review and implementation of process to ensure complex and/or controversial transportation or development project proposals comply with applicable federal, state, and local codes, regulations, and standards.
  • Prepares or manages the preparation of environmental documents and discipline reports required by environmental regulatory agencies.
  • Participates in managing commitments made during the acquisition of property rights.  Collaborates with city and contract property agents, attorneys, and state right of way officials when necessary.
  • Reviews engineering projects and permits to provide comment and direction.
  • Evaluates and tests new and emerging technologies to determine suitability for city systems and programs. 
  • Establishes and monitors construction project goals and priorities and tracks performance measures related to bidding and addenda process, and federal, state, and local permits.
  • Assists in the public involvement efforts for projects under construction, including as necessary, open house events, online media, and attending stakeholder neighborhood events; provides explanation of project objectives and needs; seeks out feedback from community.
  • Works with attorneys, insurance companies, and police; participates with Legal in lawsuit discovery and interrogatories to establish legal arguments and provide historical information and represents the City as an expert witness in court as needed.
  • Assists the facilitator in project meetings and presentations that may include city officials, other jurisdictions or organizations, and the general public. Helps conduct public relations and system tours for the public.
  • Conducts site/field visits as needed.
  • Assists the City representative preparing for audits with outside funding agencies; assists coordination with franchise utilities during and construction.
  • Responds to citizen concerns and requests; initiates improvements or change as needed.
Knowledge, Skills, Abilities and Competencies
  • Thorough knowledge of transportation engineering principles, practices and methods as applicable to a municipal setting.
  • Thorough knowledge of applicable federal, state and City codes, policies, laws, and regulations affecting division activities.
  • Extensive knowledge of construction operations.
  • Knowledge of traffic systems, technology and software.
  • Knowledge of federal, state and City documentation and reporting requirements for design or construction projects.
  • Considerable skill in arriving at cost estimates on complex projects.
  • Skill in dealing with complex engineering, contracting and construction issues.
  • Ability to make decisions independently, deal with ambiguity, and apply sound judgment under stressful situations.
  • Ability to provide collaborative and consultative style of leadership in managing the delivery of transportation capital projects.
  • Ability to present technical information in understandable ways to a wide variety of audiences in a wide variety of settings.
  • Ability to communicate effectively, orally and in writing. 
  • Ability to work with the media and the public; ability to communicate to various groups with difference in age, language, culture, education level and technical knowledge.
  • Ability to identify and address risks to project design, schedule or budget.
  • Knowledge of the land development process with respect to transportation design and operations.
  • Ability to interpret complex project specifications; particularly for those project that have unique requirements as imposed by grant and/or loan agencies.
  • Ability to conduct necessary engineering research and compile comprehensive reports.
  • Ability to apply sound engineering judgment under stressful situations to develop recommendations and make decisions.
  • Extensive understanding of liability issues as they relate to transportation issues such as traffic control and traffic collisions.
  • Ability to use a computer, and effectively navigate Microsoft Office Suite, engineering applications, and data management software in performing essential duties.
  • Ability to negotiate effectively.

Supervision Received and Exercised
  • Works under the general supervision of the Construction Manager.
  • May supervise or lead the work of construction management staff, interns and consultants.

Qualifications

Education:

  • Graduation from an accredited four-year college or university with a degree in Civil Engineering or other closely related fields. 
  • Professional Engineer license may be substituted for an engineering degree.
  • Five or more years of professional related experience in the heavy civil transportation construction field or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities for this position.
  • Washington State Professional Engineer license is desired but CCM Certification or other related certification demonstrating knowledge of construction management can be accepted.
Qualifications:
  • Must be a self-starter, take initiative, have a desire to learn, and practice the principles of shared leadership in daily work.
  • Ability to communicate effectively, orally and in writing, with employees, consultants, other agency representatives, City officials and the public.
  • Ability to make decisions independently, deal with ambiguity, and apply sound judgment.
  • Thorough knowledge of civil engineering principles, practices, and methods applicable to municipal transportation public works projects.
    • Ability to work effectively as a team member and to promote a positive work environment. 
    • Ability to manage time on multiple projects, issues, and priorities effectively and simultaneously with attention to detail.
    • Ability to adapt to change and learn as new initiatives, methods, and procedures are implemented.
    • Thorough knowledge of Microsoft Office applications including Word, Excel, Project, SharePoint, PowerPoint, etc.

Paydays - The City of Bellevue pays employees on the 8th and the 23rd of each month (24 pay periods per year).

Please note that the City does not participate in the Social Security Administration (SSA) program, and employees do not earn social security credits. The mandatory DRS retirement pension plan provides the required social security replacement plan. Any social security benefits earned at other places of employment may be reduced because they are subject to the Windfall Elimination Provision or the Government Pension Offset.
