Department Information

The Office of eHealth Innovation is looking for an experienced and enthusiastic individual to advance health information technology efforts in Colorado. The Office of eHealth Innovation (OeHI) is focused on promoting and advancing the secure, efficient, and effective use of health information technology and health information exchange as established in Executive Order B 2015-008. This work continues boldly forward in the Polis-Primavera Administration through Colorado's Health IT Roadmap efforts, led by OeHI and steered by the eHealth Commission, a governor appointed committee.

Description of Job

This position is responsible for coordinating and implementing statewide health IT strategies established in Colorado's Health IT Roadmap to advance Governor and Lt. Governor priorities. This position reports to the Director of  the Office of eHealth Innovation which is a part of the Lt. Governor's Office. A successful candidate will take initiative to solve problems, propose, and implement solutions, effectively communicate and manage diverse stakeholders, effectively manage multi-faceted tasks and projects, and bring a passion for supporting the state's most vulnerable citizens. Duties include but are not limited to: 

Essential Duties and Responsibilities: The following list is an overview of basic tasking.

  • Provide leadership and support for the implementation of Colorado's Health IT Roadmap to advance the Governor and Lt. Governor priorities. This may include leading Roadmap efforts in a variety of ways through the planning, scoping, designing, developing, and implementing initiatives. This includes:

    • Facilitate the alignment of Colorado's Health IT Roadmap initiatives between state departments and public, private, and nonprofit sector to advance state objectives through technology-driven strategies.

    • Serve as a project lead and product manager for the Roadmap. Work collaboratively with OeHI's project managers and Project Management Office to plan and execute Roadmap initiatives.

    • Form, lead, and participate in workgroups to advance OeHI's Health IT Roadmap and the administration efforts to advance interoperability, data sharing, and analytics to make health care more affordable and accessible. This includes but is not limited to leading the State Health IT Workgroup and State and Joint Agency Interoperability Program and Policy Workgroup.

    • Manage and develop contracts in partnership with OeHI and  the Department of Health Care Policy and Finance.

    • Support OeHI, eHealth Commission and the administration as a subject matter expert on data sharing, health information technology and related policy. 

    •  Coordinate stakeholders and team members to achieve Roadmap and state priorities.

  • Coordination of state agencies and community partners to advance health information exchange planning and implementation of state Health IT efforts. This includes facilitating the State and Health Information Exchange (HIE) workgroup, attending various committees and meetings in Colorado, and representing Colorado nationally in conferences and meetings.

  • Represent the Office of eHealth Innovation and the administration in public events, workgroups, committees, and other community forums. This role requires speaking publicly on behalf of OeHI and the administration. 
  • Identify and secure state and federal funding opportunities in conjunction with state and community partners.

  • Lead and implement long-term interagency and multi sector health health focused data sharing policy efforts in partnership with the Office of Information Technology, Colorado Lab, and Office of eHealth Innovation in alignment with the Governor and Lt. Governor priorities. This includes the following:

    • Developing summary documentation, communication, and project plans for each cross-system data initiative supported by the state and how these initiatives relate to the state's data strategy established by OIT and the Government Data Advisory Board.

    • Serve as a liaison among the Attorney General's Office, Governor's Office, Lt. Governor's OeHI, and OIT on data privacy and other legal issues.

  • Assess and implement projects and policies to advance interagency collaboration, efficiency, and cost savings through data sharing, systems alignment and/or consolidation, and other health information technology initiatives in alignment with Colorado's Health IT Roadmap efforts.

  • Develop a strategic health IT plan for state agencies based on Colorado' Health IT Roadmap that reflect  state priorities such as the Joint Agency Interoperability project and LINC. Refresh strategy on an annual basis. A result of this strategic plan may include education, communication, policy,  and joint-budget requests to advance state efforts.

  • Develop and maintain a workplan with specific details of all strategic, project, and policy efforts in flight that is reviewed and approved by OeHI Director on an ongoing basis.

General

  • Excellent written and oral communication skills. Role will require public speaking, as requested.

  •   Adheres to all health and safety policies in the planning and execution of activities.

  •  Uses word processing, spreadsheet, database, and scheduling software applications to prepare correspondence, plans, reports, schedules, and other documents related to the project.

  • Knowledge of how to use Google Suites.

  • Considerable knowledge of health and health IT community and state issues.

  • Ability to carry out assignments without supervision.

  • Provides continuous effort to improve operations, streamline processes, and work cooperatively and jointly to provide quality customer service.

  •  Other duties as requested and required.

  • Ability to establish and maintain effective personal relationships with peers, supervisory staff, and other departments and agencies.

  • Ability to effectively organize multiple streams of work, documents and communication channels.

  •  Ability to perform a variety of duties, often changing from one task to another of a different nature without loss of efficiency or composure.

  •  Ability to exercise considerable tact, courtesy and discretion in frequent contact with public officials at various levels of authority and influence as well as the general public.

Organizational Relationships:

This position reports to the Executive Director of OeHI and is part of the Governor and Lt. Governor's  Office. This position does oversee interns.

Expected Annual Travel: Occasional travel in Colorado and nationally for stakeholder meetings and conferences. 

 

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Must have 3 or more years work experience.  Must possess exceptional organizational, communication, and customer service skills and the ability to maintain confidential information. Experience in health care and health IT preferred.
