Fairfax County, a diverse, dynamic and growing jurisdiction in the Washington D.C. metropolitan area is seeking a highly motivated and experienced leader to manage the Coordination and Funding Division. Provides management oversight and overall coordination by leading a group of transportation planners toward achieving county transportation goals and objectives. Creates, reviews, and presents items to the Board of Supervisors on a regular basis. Performs transportation agency liaison duties. Manages transportation funds in excess of $500 million annually. Reviews submissions for Virginia Department of Transportation's (VDOT’s) Six-Year Improvement Program, the regional transportation improvement plan and the County’s Capital Improvement Plan (CIP). Seeks grants, and develops funding strategies and analyses various transportation policy issues. Provides support on state and federal legislative issues. Negotiates funding agreements for Capital Projects. Off-site meetings and project site visits may require the operation of a personal and/or county vehicle.

Other duties for which the position is responsible (whether directly or via a supervisory role) include:

  • Provides recommendations on policy issues to members of the Fairfax County Board of Supervisors who serve on regional agency boards (i.e., Virginia Railway Express, Northern Virginia Transportation Commission, etc.). Proactively identifies regional transportation issues which may have an impact on Fairfax County and influences how those issues are addressed in the region. Coordinates and negotiates directly with staff and officials of regional bodies, state agencies and other local jurisdictions. Coordinates projects with other county agencies, including the Transportation Advisory Committee. Reviews Transportation Agency budgets.
  • Provides recommendations on policy issues to the Board of Supervisors and County Executive regarding transportation legislation in the Virginia General Assembly and the U.S. Congress. Assists the Department Director in preparing presentations to the General Assembly committees and other state and regional transportation organizations.
  • Develops, examines, and pursues various transportation funding mechanisms, such as bonds and tax districts. Identifies, pursues and applies for grant funds for transportation projects and services.
  • Maintains a working knowledge of the provisions of Federal transportation and other transportation related air quality legislation; also monitors any revisions, regulations or guidelines that are issued concerning its implementation.
  • Oversees compliance with Federal grant requirements, including Title VI (Civil Rights) and Disadvantaged Business Enterprise (DBE).
  • Oversees development of the County's Transportation Priorities Plan (TPP) and the revenue sources that support the plan, including the County's Commercial and Industrial (C&I) property tax, local revenues received from the Northern Virginia Transportation Authority (NVTA) and funding from the various county service districts and road funds.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for “Any combination, experience, and training equivalent to”) Graduation from a four-year college or university with a degree in civil engineering, urban/transportation planning, financial management, or a related field; plus five years of progressively responsible relevant transportation experience, including two years of experience in an administrative/supervisory capacity. A Master's degree in civil engineering, urban/transportation planning, or a related field may be substituted for one year of the required transportation experience. 

CERTIFICATES AND LICENSES REQUIRED:
Possession of a valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a credit report check and, a driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs will still be subject to the weekly testing requirement. PREFERRED QUALIFICATIONS:

  • Master’s degree in transportation planning/engineering, financial management, or a closely related field;
  • Professional license or certification in planning or engineering (i.e., PE, AICP);
  • Five or more years of managerial/supervisory experience;
  • Experience in transportation planning, traffic engineering, transit operations and planning, and/or transportation design for roadway and multi-modal projects;
  • Experience in providing technical and policy advice to senior staff and elected officials on all aspects of multi-modal transportation planning, implementation, and policy;
  • Experience in coordinating with local, state, and federal government entities, as well as elected officials;
  • Experience as a lobbyist at General Assembly sessions;
  • Experience writing, reviewing, editing, negotiating proposed legislation with elected officials and their staff;
  • Experience conducting transportation planning activities, and undertaking innovative traffic management approaches, in urban and redevelopment areas;
  • Experience managing complex Transportation Funds and project budgets utilizing multiple funding sources;
  • Exceptional verbal and written communication skills, including the ability to write for multiple media formats, create/edit/present items to the Board of Supervisors, and conduct public presentations;
  • Ability to establish and maintain effective working relationships with government officials, the development community, colleagues, and the general public;
  • Ability to communicate effectively with boards, elected officials and other senior officials;
  • Ability to lead and manage a staff to meet departmental objectives.


PHYSICAL REQUIREMENTS:
Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity. Ability to lift up to 25 lbs. Ability to input, access, and retrieve information from a computer. Visual acuity to review detailed drawings, plans and documents. Ability to operate a motor vehicle.
