Fairfax County, a diverse, dynamic and growing jurisdiction in the Washington D.C. metropolitan area, is seeking a highly motivated, qualified, and public service-oriented transportation professional to work across multiple disciplines in the transportation planning field. The position is in the Site Analysis Section of the Fairfax County Department of Transportation, which serves as the transportation review team for land development applications throughout Fairfax County. The selected candidate will work closely with public agencies, developers and other private interests, elected officials, and residents of the County through the County’s entitlement and site plan review processes to ensure appropriate mitigations that address multimodal transportation impacts are successfully identified, negotiated, and implemented in accordance with the County’s Comprehensive Plan.

Desired skills and knowledge for this position include an understanding of traffic operations, multi-modal transportation planning for pedestrians, bicyclists, transit riders, and drivers as well as site-specific, small area, and long-range planning and coordination. Specifically, assignments will include review of land development and public facility applications submitted to the county to identify transportation improvements needed to serve the proposed uses in coordination with county plans and policies. Completion of this task will involve interaction with applicants, county staff, the Virginia Department of Transportation (VDOT), the Board of Supervisors, Planning Commission, and the public to reach workable solutions to complex challenges. This will also require the ability to evaluate transportation analyses and development plans, prepare professional reports, and speak and present at public meetings. Through these efforts, the selected candidate will have the opportunity to work in a collaborative and innovative environment, to elevate the design of facilities to help support the current and future multimodal needs of the County, and to facilitate implementation of transportation improvements throughout Fairfax County.

Responsibilities include:

  • Performs detailed analysis of the transportation characteristics of land development applications and determines actions necessary to address issues identified. Reviews and negotiates transportation proffers. Performs field work/review for developments. Reviews traffic studies. Tracks applications. Prepares written reports summarizing the findings of transportation and other development related studies and applications.
  • Coordinates with the Transportation Planning Section on Comprehensive Plan amendments, including management of a database of ongoing plan amendments to identify and coordinate concurrent land development applications.
  • Performs detailed reviews of site plans to ensure conformance with standards and requirements, as well as coordinates with the post-entitlement team regarding comp plan amendments.
  • Provides assistance in multi-modal planning projects undertaken by the County and coordinates with long-range planning to ensure policy coordination between transportation planning and entitlement functions.
  • Present information and respond to questions at evening and weekend public meetings, as needed, and in meetings with senior leadership and elected officials. Off-site meetings and site visits may require the operation of a personal and/or county vehicle.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field. 

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Strong background in land use and transportation planning;
  • Experience in reviewing site plans and evaluating transportation impacts of land development applications;
  • Ability to read and understand detailed technical plan drawings to ensure compliance with County regulations;
  • Experience in coordinating with local, state, and federal government entities, as well as elected officials;
  • Knowledge and experience in traffic operations, multi-modal transportation planning for pedestrians, bicyclists, transit riders and drivers as well as site-specific, small area, and long-range planning and coordination;
  • Strong project management skills, ability to organize and coordinate multiple projects and assignments and establish priorities;
  • Knowledge and experience in VMT analysis, Complete Streets design guidelines, as well as Environmental Impact Assessments and Environmental Impact Analyses;
  • Excellent written and oral communication skills, strong negotiation skills;
  • Professional license in engineering or planning;
  • Strong analytical skills;
  • Ability to establish and maintain effective working relationships with government officials, the development community, colleagues, and the general public.

PHYSICAL REQUIREMENTS:
Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity. Ability to lift up to 25 lbs. Ability to input, access, and retrieve information from a computer. Visual acuity to review detailed drawings, plans and documents. Ability to operate a motor vehicle.
