Fairfax County, a diverse, dynamic, and growing jurisdiction in the Washington D.C. metropolitan area, is seeking an innovative, strategic, and highly qualified transportation professional to serve as the Public Transportation Agency Safety Coordinator for the Fairfax Connector. This position is primarily responsible for the Fairfax Connector Public Transportation Agency Safety Plan (PTASP) and related safety and security program.

Responsibilities include:

  • Developing, modifying, and implementing the PTASP, based on the federally required Safety Management System (SMS) approach, as well as developing safety performance targets
  • Overseeing response to safety- and security-related accidents and incidents, including reviewing reports and statements in various reporting systems
  • Overseeing system safety performance by monitoring and entering safety metrics into database; compiling, reviewing, and analyzing safety statistics; reviewing and cataloging video captures from onboard camera systems (e.g., DriveCam); recommending safety- and security-related improvements based on data analysis; and evaluating risk
  • Developing and implementing policies and procedures to improve safety and security
  • Assisting with contract management on safety-related tasks and deliverables, such as reviewing service contractor compliance with safety requirements; reviewing safety-related contract deliverables; preparing documents related to insurance and contractual requirements; and conducting regular safety meetings with service contractor
  • Ensuring compliance with federal safety programs, including National Transit Database (NTD) reporting of safety and security events
  • Coordinating with the Virginia Transportation Liability Pool regarding insurance claims
  • Providing oversight of new surface transportation security training program(s) required by the Transportation Security Administration (TSA), including security plan certification, ongoing training requirements for security-sensitive positions, and reporting of significant security concerns and/or incidents.

Note: This position has been identified as an Emergency Service Personnel required to work during inclement weather or other emergencies, as well as serve on-call on an assigned schedule. Off-site meetings and site visits may require the operation of a personal and/or county vehicle.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus four years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, and a driving records check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. PREFERRED QUALIFICATIONS:

  • Completion of Public Transportation Safety Certification Training Program (PTSCTP)
  • Five years of experience in transportation, including public transit, bus and/or rail, or school bus operations
  • Knowledge of Safety Management System (SMS) and other federal safety programs
  • Knowledge of transit operation performance measurement
  • Knowledge of contract management and contractor compliance with safety requirements
  • Current or previous Commercial Driver’s License (CDL)
  • Strong customer-service orientation
  • Experience with CAD-AVL (Computer aided dispatch/automatic vehicle location system) and other ITS (Intelligent Transportation System), including GPS-based real-time tracking system, and other transit technologies
  • Excellent oral and written communication skills
  • Demonstrated ability to work independently in a fast-paced collaborative team environment
  • Demonstrated ability to develop and maintain cooperative and effective working relationships with private contract service providers, county officials, staff, and the public
  • Proficiency in basic Microsoft Office Suite applications.

PHYSICAL REQUIREMENTS:
Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity. Ability to lift up to 25 lbs. Ability to input, access, and retrieve information from a computer. Visual acuity to review detailed drawings, plans and documents. Ability to operate a motor vehicle. All duties performed with or without reasonable accommodations.
