Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multi-modal transportation system that moves people and goods, consistent with the values of the community.

FCDOT is seeking an innovative, motivated, and highly qualified Transportation Planner to join the Transportation Analysis Group, primarily responsible for transportation modeling, multi-modal transportation planning and analysis, and corridor studies.

This position will support the team’s efforts to plan, evaluate, and promote transportation improvements in a jurisdiction including urban, urbanizing, suburban, and rural areas and is increasingly investing in pedestrian, bicycle, and transit facilities. Working across multiple disciplines, this position will be responsible for a wide range of tasks, such as managing multi-modal transportation analyses, supporting the consideration of comprehensive plan amendments, coordinating among stakeholders, and preparing reports and presentations to various audiences, including elected officials. In a dynamic and quickly evolving environment, this position will provide a challenging and rewarding experience for an individual interested and invested in achieving the County’s strategic transportation goals.

Responsibilities include:

  • Analyzing, reviewing, and leading multi-modal transportation analyses associated with countywide, subarea, or corridor transportation planning studies, including traffic impact studies;
  • Defining and negotiating scopes of work for contracted deliverables and ensuring accurate and high-quality work products;
  • Providing subject matter expertise in software use (e.g., Synchro, VISSIM, etc.) as applicable to project needs;
  • Assessing transportation impacts using multiple metrics (e.g., walking, biking/shared mobility devices, transit/bus rapid transit, vehicles, and other transportation modes) and developing findings and recommendations for transportation improvements;
  • Reviewing transportation impact studies using Fairfax County travel demand and/or regional modeling tools, and developing recommendations to address adverse transportation impacts;
  • Coordinating, arranging, and/or participating in meetings with stakeholders, including FCDOT or other County agencies, external entities, and other jurisdictions to share findings/recommendations;
  • Developing and communicating technical reports, status reports, meeting summaries, Comprehensive Plan text, official items for Board of Supervisors’ consideration, and other written materials as required to successfully complete projects or assignments;
  • Preparing presentations for community meetings, advisory groups, technical working committees, briefings for senior leadership and/or elected officials, and other audiences, as required to meet specific audience needs; and
  • Attending project-related meetings and workshops, both in-person and virtual, including occasional evenings and weekends.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus four years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. PREFERRED QUALIFICATIONS:

  • Master's degree in planning or related field, plus three years of relevant work experience in transportation and/or land use planning (additional work experience may be substituted for Master’s degree);
  • Strong analytic and technical skills, as well as experience in transportation planning and transportation multi-modal analysis;
  • Strong computer skills and experience in geographic information systems (GIS), transportation planning software packages, and microsimulation and analysis software (e.g., Synchro, VISSIM, etc.), including applicability to project needs;
  • Strong organizational, time management, and project management skills, including ability to coordinate multiple projects, prioritize, and meet established deadlines;
  • Strong written communication skills, including ability to prepare summaries of study methodologies, findings, and recommendations, as well as technical memoranda, non-technical memoranda, letters, and other correspondence;
  • Strong oral communication skills and experience serving as a subject matter expert for and engaging with elected officials, staff, and the community;
  • Strong interpersonal skills and demonstrated ability to establish and maintain positive working relationships; and
  • Desire to advance a collaborative and supportive culture.

PHYSICAL REQUIREMENTS:
Visual acuity to review detailed drawings, plans and documents. Ability to input, access, and retrieve information from a computer. Ability to lift up to 25 lbs. Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity Ability to operate a motor vehicle.
