Fairfax County, a diverse, dynamic, and growing jurisdiction in the Washington D.C. metropolitan area, is seeking an energetic, strategic, and highly qualified transportation professional to serve as the Fairfax Connector’s Transit Asset Management Coordinator. This position is primarily responsible for coordinating Fairfax Connector’s Transit Asset Management (TAM) Plan efforts, ensuring compliance with federal requirements, overseeing asset maintenance, identifying asset needs and required funding, and providing project management support. Working closely with various Fairfax County and external agencies and the Fairfax Connector’s contracted service provider, this position ensures assets are maintained in a state of good repair, contributing to a safe and reliable alternative mode of transportation.

Responsibilities include:

  • Coordinating TAM Plan deliverables and activities as federally required and ensuring compliance with the infrastructure safety provisions of the federally required Public Transportation Agency Safety Plan (PTASP)
  • Updating and maintaining an accurate inventory of transit infrastructure assets, conducting conditional classifications, and monitoring asset conditions to reflect physical changes to assets, either through life-cycle assessments, inspections, or gathering technical data
  • Developing and documenting Standard Operating Procedures for maintaining assets, developing specific performance measures, and monitoring maintenance activity to assess compliance with preventive maintenance requirements
  • Researching, analyzing, and developing tools to prioritize transit infrastructure asset investment;
  • Establishing guiding principles and strategies for asset investment and developing asset investment recommendations to meet federal and County requirements, particularly federal “State of Good Repair” standards
  • Developing a process for addressing significant changes to the TAM Plan due to funding constraints or unplanned events
  • Providing project management support, including collecting and submitting required data to meet federal, state, and regional reporting requirements.
This position has been identified as an Emergency Service Personnel required to work during inclement weather or other emergencies, as well as serve on-call on an assigned schedule. Off-site meetings and site visits may require the operation of a personal and/or county vehicle.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus four years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field. 

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Five years of experience in managing and/or maintaining transportation assets
  • Knowledge and experience with federal Transit Asset Management Plan requirements and ‘State of Good Repair’ asset standards
  • Knowledge and experience with transit infrastructure asset management and performance measures used for transportation fleets and facilities
  • Knowledge and experience in managing maintenance programs to improve transportation services
  • Experience with contract management and contractor compliance for transportation fleets and facilities maintenance
  • Experience with fleet replacement programs
  • Strong customer service orientation
  • Excellent oral and written communication skills
  • Demonstrated ability to work independently in a fast-paced collaborative team environment
  • Demonstrated ability to develop and maintain cooperative and effective working relationships with private contractors, county officials, staff, and the public
  • Proficiency in basic Microsoft Office Suite applications.

PHYSICAL REQUIREMENTS:
Visual acuity to review detailed drawings, plans and documents. Ability to input, access, and retrieve information from a computer. Ability to lift up to 25 lbs. Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity. Ability to operate a motor vehicle.
