Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multi-modal transportation system. FCDOT is seeking a motivated, highly qualified, and public service-oriented Transportation Planner to join the Site Analysis Section, primarily responsible for reviewing Fairfax County land development applications to ensure alignment with the County’s strategic transportation goals.

Working closely with residents, public and private entities, and elected and appointed officials, the selected candidate will manage FCDOT’s Vacation and Abandonment and Street Acceptance and Discontinuance programs. In a dynamic environment, this position will provide a challenging and rewarding experience for an individual interested in facilitating transportation improvements to meet the County’s current and future multi-modal transportation and land development needs.

Responsibilities include:

  • Managing FCDOT’s Vacation and Abandonment and Street Acceptance and Discontinuance programs, including leading the research effort of right-of-way matters in detailed historical land records, negotiating solutions among stakeholders, and presenting recommendations to the Board of Supervisors and other interested parties
  • Evaluating transportation analyses and land development plans and providing multi-modal transportation planning and land development project support, including coordinating efforts among multiple parties, such as residents, land developers, attorneys, FCDOT, other County agencies, the Virginia Department of Transportation, and elected and appointed officials
  • Developing and communicating status reports, meeting summaries, official items for Board of Supervisors’ consideration, and other written materials as required to successfully complete projects or assignments
  • Preparing presentations for community meetings, advisory groups, technical working committees, briefings for senior leadership and/or elected officials, and other audiences, as required to meet specific audience needs
  • Coordinating, arranging, and attending project-related meetings and workshops, both in-person and virtual, including occasional evenings and weekends.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus four years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required a driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. PREFERRED QUALIFICATIONS:

  • Master’s degree and two years of professional experience in civil engineering, urban, regional, or transportation planning, or a closely related field
  • Strong analytic and technical skills, as well as experience in transportation and land use planning, specifically in reviewing site plans for compliance and evaluating transportation impacts associated with proposed land development
  • Knowledge and experience in traffic operations, multi-modal transportation planning for pedestrians, bicyclists, transit users, and drivers, and site-specific, small area, and long-range planning
  • Knowledge and experience in processing vacation, abandonment, and discontinuances related to roadway right-of-way matters, specifically in Fairfax County
  • Experience in coordinating with local, state, and federal government entities, as well as elected and appointed officials
  • Strong organizational, time management, and project management skills, including ability to coordinate multiple projects, prioritize, and meet established deadlines
  • Strong written communication skills, including ability to prepare status reports, meeting summaries, technical memoranda, non-technical memoranda, official items for Board of Supervisors’ consideration, letters, and other correspondence
  • Strong oral communication skills, as well as experience presenting to and providing subject matter expertise for and engaging with elected officials, staff, and the community
  • Strong interpersonal skills and demonstrated ability to establish and maintain positive working relationships
  • Desire to advance a collaborative and supportive culture.

PHYSICAL REQUIREMENTS:
Ability to lift up to 25 lbs. Ability to input, access, and retrieve information from a computer. Visual acuity to review detailed drawings, plans and documents. Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity. Ability to operate a motor vehicle. All duties performed with or without reasonable accommodations.
