Job Description

The Inspector General is the head of the Office of Inspector General (OIG) which is a highly responsible senior level position.  The Inspector General is charged with the administrative and supervisory operations of the office which includes planning, organizing, promoting and ensuring compliance with activities within the jurisdiction outlined in Chapter 602, Part 3, Jacksonville Ordinance Code.  The Code was created in order to prevent and detect misconduct involving abuse, corruption, fraud, waste, inefficiencies and mismanagement by City officials and employees, contractors and other parties doing business with the City and/or receiving City funds.

The position is responsible for leading and managing all OIG activities involving investigations, contract oversight, audits and reviews of those entities under its jurisdiction.  Established in October 2014, the Office of Inspector General has a current staffing level of twelve (12) employees, including the Inspector General, with an annual budget of $1,383,162.00.

Examples of Work

  • Creates and maintains the highest standards of integrity, honesty, efficiency and accountability and provides the City and all entities under its jurisdiction with independent oversight of its operations.
  • Selects and develops a team of professionals to perform investigative, contract oversight and audit functions.
  • Plans, directs and establishes administrative policy to effectively allow the Office to carry out its mission and meet its objectives.
  • Conducts investigations in accordance with the Florida Commission for Law Enforcement Inspector General Accreditation and refers cases for criminal prosecution and other dispositions to appropriate agencies.
  • Directs the activities of staff involved in reviews, audits, contract oversight, and investigations of projects, programs, contracts or transactions that are funded in whole or part by the City and any entities subject to IG jurisdiction.
  • Investigates the most difficult and/or complex cases with discretion and independent action.
  • Works closely with the State Attorney's office and other law enforcement agencies to coordinate respective investigative efforts.
  • Directs and reviews audits intended to determine whether activities and programs being implemented as authorized are being conducted in the manner intended; are operated in compliance with applicable laws, policies and procedures and auditing standards; and, are conducted in an efficient and effective manner.
  • Performs preventative and detective contract oversight activities.
  • Issues an Annual Report to the City Council, Mayor, Inspector General Committee, Ethics Commission, and the public.
  • Prepares and maintains budget documents.
  • Reports bi-annually to the full City Council and the Inspector General Selection and Retention Committee on matters relative to the economic impact of the Office's activities and findings.
  • Interacts with legal teams, members of the public, elected officials, civic organizations and directors of various government entities.
  • Maintains complete files of all investigations, contract oversight and audit reports, and other supportive material in accordance with record retention requirements.
  • Performs related work as required.

  • Considerable knowledge of the principles, practices, methods and procedures of Offices of Inspectors General.
  • Considerable knowledge of auditing, investigative and contracting practices, methods and procedures.
  • Considerable knowledge of the laws, rules and regulations applicable to governmental fiscal and accounting records and procedures.
  • Considerable knowledge of complex justice related matters.
  • Considerable knowledge of ordinances, codes and charter provisions relating to the authority and functions of City departments and those entities under OIG jurisdiction, boards and agencies.
  • Considerable knowledge of judicial procedures and rules of evidence.
  • Considerable knowledge of standard office practices and management methods.
  • Considerable knowledge in relevant technology.
  • Ability to establish and maintain cooperative relations with law enforcement and governmental agencies.
  • Ability to prepare and present well organized, accurate, timely, clear and concise written reports.
  • Ability to plan, direct and supervise the work of subordinate personnel.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with elected officials, City administration and its departments, entities under the OIG jurisdiction, other agencies and the public.

Open Requirements/Supplemental Information

Minimum Requirements:

  • The Inspector General shall head the Office of Inspector General and shall have a bachelor's degree or higher from an accredited college or university. A master's degree or higher is preferred
  • At least ten (10) years of experience in government auditing, investigation, or prosecutorial or criminal justice administration, public administration or business administration.
  • Professional certifications such as certified inspector general, certified inspector general auditor or investigator, certified public accountant, certified internal auditor, or certified fraud examiner are recommended.
  • The Inspector General shall not have been found guilty of or entered a plea of nolo contendere to any felony, or any misdemeanor involving the breach of public trust.
  • Unless a certification is already held, the Inspector General shall be required to obtain certification within 24 months of becoming the Inspector General.  Preference will be given to a certified inspector general.
 
Preferred Experience and Certifications:
Ten (10) years of responsible work as a(n):
  • Federal, State, or Local Inspector General; or
  • Certified Public Accountant or Internal Auditor, or government attorney with expertise investigating and auditing fraud, mismanagement and government waste; or
  • Person with progressive supervisory and management experience in an investigative public agency similar to an Inspector General's Office; including ten (10) years of related supervision.
