With a growing commitment to providing an accessible voting experience to the residents of King County, the Department of Elections is looking for a dynamic and visionary leader to manage the daily operations of the Information Technology Division. Just like industry leaders in our region, we are looking for an out-of-the-box thinker, who will break down barriers and challenge us to continuously improve. We are looking for a high-quality executive who is an innovator and change agent with the ability to leverage our resources to maximize our talent and results.  The primary goal of this position will be to make decisions leveraging technology and resources to maintain high customer service levels while implementing strategies and guiding principles which align with the business needs.  This leader will interface with internal management, state/federal and regulatory agencies, as well as County department and agencies.
 
This position serves as a member of the Department of Elections Leadership Team and is integral in designing and executing strategies for present and future services that we provide to our constituents and taxpayers. This role involves daily interaction with staff from all levels of the organization and requires a keen understanding of IT-industry standards, strategies, and trends necessary to lead the division in the 21st Century. This role requires a self-starter with problem solving acumen, an ability to work in a culturally and generationally diverse environment, a driver of efficiency and innovation, and a desire to push self and others for successful results.
 
WHY THE DEPARTMENT OF ELECTIONS?
 
King County Elections manages elections for nearly 1.2 million registered voters in King County, a number that continues to grow each month.  Using some of the most advanced technology, practices and equipment in the nation, King County is the largest jurisdiction in the United States to conduct all elections by mail. 
 
In an effort to increase voter access King County Elections has just recently received approval to increase the ballot drop-boxes from 10 to 43 ballot drop boxes. The proposed locations were approved by the King County Council Under the proposed plan 91.5% of King County residents will live within 3 miles of a ballot drop box.     King County Elections and Seattle Foundation are teaming to make voting more accessible to communities who speak a language other than English. Currently, King County Elections provides ballots and all other voting-related materials in Chinese and Vietnamese. As a result of legislation passed by the King County Council last year, the department will also begin providing materials in Spanish and Korean for this year's General Election. Driven by accuracy and transparency our goals are to expand voter outreach and education, and increase voter access.

MEET THE DIRECTOR, JULIE WISE
 
Julie Wise was elected as the King County Elections Director in November 2015 and will serve during the 2016-2019 term. Prior to her election in 2015, Wise served as the Deputy Director of Elections, managing all day to day operations of elections. Wise is a Washington State certified Election Administrator and is a nationally Certified Election Registration Administrator. She has served King County voters for more than 13 years as a champion of best practices in election administration within King County and throughout Washington State. Throughout her time at King County, Wise has been a proponent of significant reforms that have made King County Elections a national and international model for voting by mail.

Job Duties

In order to be considered for this exciting opportunity, the successful candidate at minimum will demonstrate skill and ability to:
 

  • Develop, monitor, guide, and report  on uniformity metrics and results of the Information Technology Division;
  • Define measurements and monitor performance to ensure plans and goals are aligned with enterprise-wide strategies, goals and best practices
  • Lead and manage the day-to-day operations of the Information Technology Division;
  • Manage and foster a culture of innovation and change with a strong sense of how to implement new products and services with the ability to bring along others;
  • Conceptualize, evaluatedevelop and implement strategies, systems, standards and plans for a wide variety of functions;
  • Supervisecoach, and mentor managers and staff to be able tackle emerging challenges of the future; and,
  • Utilize internal and external resources, technology, and continuous improvement techniques such as Lean to report metrics, improve processes, create more capacity, and deliver greater value.

Experience, Qualifications, Knowledge, Skills

OUR IDEAL CANDIDATE WILL:
 
 

  • Experience communicating strategy and vision to team, stakeholders and customers
  • Demonstrate a strong understanding of the standard concepts, practices, and procedures within the Information Technology field;
  • Be comfortable working and leading in a medium to large organization, including successfully navigating a political and publicly visible environment;
  • Have strong project management, change management, analytical, communication, and interpersonal skills, including the ability to work as part of a team;
  • Have a track record with developing and implementing innovative strategies, best practices, and goals.  Develop metrics and benchmarks to be able to project how results can be used in future initiatives;
  • Be customer-focused with a dedication to providing efficient and value-added services to our taxpayers;
  • Be able to manage, develop, coach and mentor a culturally and generationally diverse staff in a collaborative manner that focuses on engagement, good communication, and team building that is essential for the evolving business needs of the future; and,
  • Be able to persevere and adapt as required, while working in a multi-faceted and sometimes ambiguous environment.
  • Possess a combination of education and experience with current and emerging Information Technology principles, techniques, best practices, and trends that clearly demonstrates the ability to direct the day-to-day activities of the division;
  • Have prior experience in public sector/government IT organization or serving public sector / government IT organizations.
