Job Summary: The Department of Elections is searching for an energetic and resourceful human resources professional is passionate about delivering exceptional services to the managers, supervisors, and staff in our Division. This position will facilitate high volume recruitment process for a wide variety of positions with specific focus on the large volume of temporary staff needed each election year. WORK SCHEDULE: This position is subject to the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible. The workweek is typically 40 hours per week, 8:00 a.m. to 5:00 p.m., Monday through Friday. We require the flexibility to work additional hours during peak periods of the Election cycle.  This position requires the ability to travel to other work locations throughout King County with limited or no public transportation services.

Job Duties

In order to be considered minimally qualified, applicants must demonstrate skill and ability to:

  •  Develop, manage and conduct high volume recruitment and selection processes which include posting job opportunities, arranging external advertisements, screening applications, scheduling interviews, preparing interview materials, proctoring exams, and administering applicant tracking, testing, and reference/background checking systems.
  • Provide excellent customer service by responding to inquiries and delivering informational assistance to applicants, employees and other customers, and coordinating with other units/departments to obtain information and/or to share information.
  • Technically savvy serving as the department administrator for NEOGOV(or a similar Applicant Tracking System), PeopleSoft HCM, Tableau, and other software programs; using social media platforms for recruitment and generating analytics/metrics reports.
  • Manage multiple projects including employee engagement, recruitment and selections process and leave administration.
  • Develop and maintain metrics to evaluate HR functions performance.  Reviews and analyze business unit data to identify trends and recommend solutions to improve performance, retention, and employee experience.
  • Advise and train on compliance with union contracts, county code, employment law and other applicable policies and procedures.
  • Talented and experienced providing an equitable and inclusive workplace experience where employees experience trust and respect, are treated with dignity and feel engaged and confident to perform well.

Experience, Qualifications, Knowledge, Skills

  • Have a background in performing large and high volume full cycle recruitment and selection processes; OR any combination of education and experience that clearly demonstrates the ability to perform the job duties of the position;
  • Have experience providing general principles and practices of human resources management and employment-related federal and state laws and regulations
  • Have an understanding of database applications and analytical tools, including evaluating data quality and developing metrics;
  • Have strong customer service, organizational, analytical, time management, communication, and interpersonal skills, including the ability to work well independently or as part of a team; and
  • Are proficient in using an office productivity suite, application tracking systems (ATS), business intelligence tools, and enterprise resource programs (ERP) The county uses Microsoft Office, NeoGov, Tableau, and  PeopleSoft Human Capital Management application
  • Have experience managing and prioritizing multiple processes, projects and customer relationships.

Supplemental Information

PHYSICAL REQUIREMENTS:  The duties in this position are performed in an office setting and may be required to lift at least 20 lbs.  Travel to work locations throughout King County with limited or no public transportation services is required.
 
This position is represented by Local 117 Professional & Technical Employees.  The successful candidate will be required to join the union and pay monthly dues.
