This position will be filled as a Term-Limited Temporary position or Special Duty Assignment for current King County employees who have passed their initial probationary period.  It is anticipated to last through December 31, 2022.

The Department of Elections is searching for an energetic and resourceful administrative professional that is passionate about delivering exceptional services to the managers, supervisors, and staff in the Administrative Services Division. This position will have a specific focus on the large volume of temporary staff needed each election year, conduct our New Employee Orientation sessions, as well as support our payroll and leave administration. We are looking for someone with an enthusiastic presence and exceptional presentation skills. Work Schedule:  The standard workweek for this position is Monday through Friday, 40 hours per week.  We require the flexibility to work additional hours during peak periods of the Election cycle. This position is subject to the provisions of the Fair Labor Standards Act and is overtime eligible.

Job Duties

In order to be considered minimally qualified, applicants must demonstrate skill and ability to:

  • Support high volume recruitment and selection processes which include posting job opportunities, arranging external advertisements, screening applications, scheduling interviews, preparing interview materials, proctoring exams and reference checks.
  • Provide excellent customer service by responding to inquiries and delivering informational assistance to applicants, employees and other customers, and coordinating with other units/departments to obtain information and/or to share information. 
  • Technically savvy serving as the department administrator for NEOGOV(or a similar Applicant Tracking System), PeopleSoft HCM, Tableau, Survey Monkey and other software programs. 
  • Manage multiple projects including leave tracking and communication, compiling moderately complex data reports utilizing data visualization tools. 
  • Support onboarding and payroll processing functions during high volume periods.
  • Advise and train on compliance with union contracts, county code, employment law and other applicable policies and procedures. 
  • Talent and experience providing an equitable and inclusive workplace experience where employees experience trust and respect, are treated with dignity and feel engaged and confident to perform well.

Experience, Qualifications, Knowledge, Skills

  • Three years of increasingly responsible administrative support responsibilities in the area of human resources and/or payroll OR any equivalent knowledge, skills, and experience that provide the ability to perform the core competencies of the position. 
  • Demonstrated ability to provide exceptional customer service and clear communication both orally and in writing. 
  • Excellent organizational skills are required to work on a number of projects simultaneously and complete projects within specified deadlines. 
  • Demonstrated ability to effectively problem solve, apply good judgment and initiative.
  • Demonstrated skill and experience presenting information to large diverse audiences.
  • Ability to maintain confidentiality and use discretion when handling sensitive information. 
  • Demonstrated ability to establish and maintain effective working relationships with a diverse group. 
  • Ability to create, proofread, edit, and format documents according to standard business writing practices. 
  • Excellent computer skills that include: Word, Excel, and Outlook.
DESIRABLE QUALIFICATIONS:
 
  • Knowledge of payroll practices and human resources employment practices and guidelines. 
  • Experience with test administration practices. 
  • Demonstrated skill and experience in the use of PeopleSoft or other HRIS system. 
  • Demonstrated skill in the use of NEOGOV or other electronic applicant tracking system.

Supplemental Information

Travel to work locations throughout King County with limited or no public transportation services is required. A valid Washington State Driver's License is required to operate King County vehicles.
 
Physical Requirements:  The duties in this position are performed in an office setting and may be required to lift at least 20 lbs.  
 
Union Representation: This position is represented by Teamsters, Local 117, Professional & Technical and Administrative Employees.
 
Temporary Telecommuting Requirement 
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed.  Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
