Summary

The Department of Elections IT Service Delivery Manager (IT SDM) acts as the key point of accountability and is responsible for managing, overseeing, and ensuring effective delivery of all information technology services within the King County Department of Elections. This position reports to the Department of Elections Director, planning of joint efforts with Elections Division Managers and liaison with County's Chief Information Officer and KCIT. The Department of Elections consists of four divisions.

WHO MAY APPLY: This position is open to all qualified applicants.

WORK SCHEDULE: This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. The workweek is normally Monday through Friday from 8:00 a.m. to 5:00 p.m.

Job Duties

  • Oversee the operation of the department's IT program assessing current systems and assets for efficiencies and program effectiveness.
  • Develop and oversee the implementation of the IT services and programs for the department, working with the Director of Elections and in partnership with Elections Department Managers and King County Chief Information Officer in coordinating and implementing overall service delivery in support of Elections Department technical strategies, goals, and objectives.
  • Supervise technical staff engaged in planning, developing, implementing and maintaining networks, systems and applications to respond to the information and technology needs of this county agency. This includes managing the work of staff, assigning work, reviewing work products, developing and mentoring staff, making recommendations for hire, developing staff performance and training plans, conducting performance appraisals and recommending discipline and termination of staff as needed.
  • Develop the department IT budget, monitor expenses and allocate resources.
  • Act as the department's central point of contact in the identification, coordination, and resolution of information technology issues; make recommendations to the Elections Director and the Chief Information Officer regarding the resolution of technology issues; work closely with Elections Department and King County Information Technology managers to identify, recommend, develop, implement, and support costs of effective technology solutions.
  • Act as the department's chief spokesperson on IT organizational issues, IT development, and IT service delivery strategies, goals, and objectives.
  • Management oversight of the development of new systems, improvement to existing systems and enhancement of business/technology processes; provide direction for new development in alignment with department mission and goals; prepare implementation and contingency strategies; develop and oversee standard development methodologies.
  • Oversee the operations of all department computing systems; ensure network administration, desktop support and Service Center support are available to staff as required; develop operating standards and policies; coordinate departmental system usage.

Experience, Qualifications, Knowledge, Skills

  • Seven years or more of increasing responsibility in IT management positions.
  • Advanced knowledge of project management principles, practices, and techniques including resource and budget allocation skills.
  • Knowledge and experience in the application of budget techniques and principles.
  • Advanced written and oral communications skills including giving formal presentations.
  • Advanced problem solving, conflict resolution, and decision making skills.
  • Advanced skill in identifying, recommending and implementing solutions to information technology issues.
  • Advanced skill in working in a political environment, working with elected officials, and external agencies involved in decisions that affect technology plan and requirements.
  • Skilled in convincing others to initiate action to meet the department's information technology goals.
  • Skilled in building consensus among individuals with conflicting viewpoints.
  • Skilled in handling multiple competing priorities and sensitive situations.
  • Skilled with building relationships with other county agencies and IT resources to meet the needs of the department.
  • Experience in the application of information systems techniques and principles including analysis, design, development, implementation, maintenance, documentation and training procedures and practices.
  • Experience managing information technology in a department comprised of multiple and diverse businesses and organizational units, distributed systems, databases, multiple serves, web systems, and business applications.
  • Experience in the application of supervisory, organizational, and management principles and practices.

NECESSARY SPECIAL REQUIREMENTS

  • Valid Washington State Driver's License or the ability to travel throughout the County in a timely manner.
  • The person selected for this position will be required to pass a background check.
