Summary

King County Elections, Technical Services Division, is seeking a career service Senior .NET Web and Application Developer responsible for development and support of critical election applications.  The successful candidate will join a highly successful, customer focused technical services team that provides application support for King County Elections.

 

This role will assist in maintaining existing web applications, interfaces, client applications, and the development of mobile applications.  As a member of the Elections Technical Services Group this role works as a resource to support department members in their efforts to provide residents and employees with online services, information, technology solutions, and application support. Composed of hardware, infrastructure, and software developers, the team works in a fast-paced, collegial, and will collaborate closely with the elected officials and key stakeholders across King County and Washington state government.

 

New development in Technical Services Group is based on Microsoft's tools, technologies and best practices which include the use of C# .NET, SQL Server, ASP .NET and Team Foundation Server to enhance developer productivity. Modern JavaScript libraries (JQuery, etc.) and MVC are used for building Web interfaces. Microsoft WCF, ADO.NET Entity Framework (and related technologies) are used to create relational access layers.
 

This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. This position works a 40-hour week, 8 hours per day. Participation in a 24x7 on-call rotation may be required. A flexible work schedule is available including the possibility of telecommuting.

PHYSICAL REQUIREMENTS:  The work environment is indoors in a general office environment with minimal exposure to health and safety hazards.

 

NECESSARY SPECIAL QUALIFICATIONS:  The candidate selected for this position will be required to pass a background investigation to include fingerprinting.

Job Duties

·         Perform analysis of complex business functions; develop detailed business requirements, functional and technical designs, and test and implementation plans using standard systems development life cycle methodologies (including iterative development).

·         Design, develop, test and implement new systems or enhancements to existing applications.

·         Create, review and update system documentation to comply with standards.

·         Work closely with clients and other analysts.

·         Support existing applications

Experience, Qualifications, Knowledge, Skills

·         A minimum of five years of design, development, and implementation experience using C# .NET/VB.NET, ASP.NET and Visual Studio in a .NET environment.

·         Experience with the development and use of XML, XSLT, CSS, XHTML, Java Script and .NET Web Services.

·         A minimum of four years demonstrated SQL Server experience in database design, development including the creation of stored procedures.

·         Demonstrated ability to perform complex systems analysis and information systems requirements definition experience and the ability to apply these in creating detailed technical designs.

·         Demonstrated experience developing and implementing information architectures for large, medium and small Web sites and .NET applications.

·         Excellent ability to communicate verbally and in writing to a wide range of individuals including clients at various levels.

·         Demonstrated ability to deliver complex technical projects within aggressive schedules and constrained budgets.

·         Demonstrated ability in establishing and maintaining effective relationships with customers and coworkers, gaining the trust and respect of others.

·         Demonstrated ability to work effectively in a team environment.  Ability to build rapport with others, work collaboratively and actively listen to the concerns or opinions of others.

·         Skilled at gathering information, analyzing and troubleshooting the course of action necessary to provide resolutions for issues utilizing experience of team member as resource to aid in timely completion of projects.

 

DESIRABLE QUALIFICATIONS:

·         Experience developing applications using Service Oriented Architecture (SOA) and Web Services

·         Experience building web interfaces using MVC and modern JavaScript libraries (JQuery, etc.)

·         Experience building relational data access layers utilizing Microsoft WCF, ADO.NET Entity Framework, and other related technologies.

·         Experience using AJAX and LINQ.

·         Experience using SQL Reporting Services.

·         Development and implementation experience using Team Foundation Server

·         Experience with Windows servers, networking environment, and IIS.

·         Experience developing and implementing integration solutions using BizTalk, Host Integration Server or MQ Series.

·         Certification in Microsoft products such as SQL Server, C# .NET, ASP.NET and Systems Architecture and Design.

·         Familiarity with King County agencies and jurisdictions.

·         Familiarity with governmental processes, including the delivery of centralized services to a decentralized customer organization

A valid Washington State Driver's License or alternate ability to travel around the county by time of hire.
