Position Description

 Function as the City's traffic engineering and operations engineer with oversight over the day-to-day operation of the traffic section; and recommend methods to address traffic policy issues and options
 
 Minneapolis seeks a highly accomplished professional and innovative manager to serve as the City Traffic Operations Engineer and in a key deputy role supporting the Director of Traffic & Parking Services.  The position will oversee all aspects of daily traffic operations plus the planning and programming for traffic infrastructure.  The ideal candidate will be well-networked in the profession, have strong understanding of traffic engineering, and bring strong leadership and managerial skills with a strong customer focus.  This position will play a key role in developing our future transportation directions to address both safety and sustainability through implementing major initiatives of the City’s Complete Streets Policy and Transportation Action Plan.
 
 Work Location 
 This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.
 
 Working Conditions
 Office and field work.  Field work includes exposure to urban street environment.

Job Duties and Responsibilities

  • Assist the Director in all aspects of transportation planning, traffic engineering, and in developing strategies for collective bargaining, budget, organization and personnel issues.
  • Design, write and implement various policies, guidelines, booklets and procedures.
  • Oversee the operations and maintenance of all the traffic safety systems (e.g. signals, signs, markings, street lighting, traffic detours, roadway closures, lane use, and crash data).
  • Oversee the traffic system capital program (traffic data, planning, design, funding approvals and asset management).
  • Lead and coordinate the divisional needs for all major special events.
  • Collaborate in the development and implementation of the Vision Zero program and other related traffic safety elements.
  • Coordinate and communicate with local and regional agencies regarding traffic operations, safety and implementation issues.
  • Function as a liaison with other City departments, Hennepin County, Metropolitan Council/Metro Transit, MnDOT, Federal agencies, numerous business, and neighborhood organizations.
  • Manage the City Traffic Management Center and oversee the development, funding, and implementation of  Intelligent Transportation Systems (ITS) projects
  • Participate in the City/Public Works Emergency and Disaster Management efforts, including specialized training and coordination with emergency services, as well as associated federal, state and county agencies.
  • Create and advise on traffic policy issues and options for Public Works Management approvals and ensure that Mayor and City Council receive information in a timely manner.
  • Manage a diverse workforce and promote a healthy work environment based upon respect, equity, inclusion, and professional development for all employees.
  • Represent the City on legal assignments relating to traffic engineering design and operations

Required Qualifications

Minimum Qualifications
 Bachelor's Degree in Civil Engineering or equivalent
 
Minimum Experience
Eight years of experience, including traffic design, operations and maintenance, and transportation management planning for traffic safety systems experience.  The position requires supervisory experience.  
 
Licenses/Certifications 
Valid Driver's License; Registration as a Professional Engineer in the State of Minnesota, or eligibility for reciprocal registration. Preferred certification as a Professional Traffic Operations Engineer.
 
Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions.  Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
 
Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Drug and Alcohol Testing
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made.  Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing.  Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration.  This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title.  This eligible list will expire one month after it has been established.
 
Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list.  If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

  • Certification as Professional Traffic Operations Engineer (PTOE) certification preferred.
  • Considerable knowledge of Civil Engineering Design procedures and techniques, traffic and parking engineering, transportation planning and management.
  • Considerable knowledge of relevant City ordinances and state statutes.
  • Strong knowledge of project and contract management, personnel management, systems management, financial systems, Federal Grant processes.
  • Strong knowledge and experience with the Manual on Uniform Traffic Control Devices
  • Knowledge and awareness of emerging industry standards and ITE/NACTO guidance and emerging practices
  • Knowledge of basic computer programming, hardware, and software.
  • Ability to analyze and evaluate problems and issues and deal with high pressure situations.
  • Strong oral and written communication, and presentation skills.
