MTC, in coordination with Caltrans, the California Highway Patrol, the Bay Area transit agencies, and other stakeholders, has partnered on projects to improve regional transportation system management and mobility. The 511 Traveler Information program, managed by MTC, encompasses several key components, systems and projects that support the day-to-day collection and dissemination of traveler information with the goal of assisting travelers with travel decisions and providing connections to several regional transportation programs.
 
The 511 Transit Data Coordinator position will be filled at the Associate level and will be under the general direction of the 511 Principal Technology Manager.  The 511 Transit Data Coordinator will serve as a core member of the 511 Traveler Information group in MTC’s Technology Services section coordinating all activities related to the regional 511 transit data services under the supervision of the Principal Program Coordinator. The 511 Transit Data Coordinator will be expected to work independently with data producers and consumers to ensure uninterrupted collection and delivery of 511 Transit data.

The position will manage and guide contractors in the operation, maintenance, and enhancement of all 511 Transit system components including data collection tools, backend data processing system, and data dissemination APIs. The position will serve as the technical expert for the 511 Transit system and will provide technical support to all stakeholders of the 511 Transit system including transit operators and external data consumers.
 
The 511 Transit Data Coordinator will perform other job-related duties as needed or assigned to the Technology Services Section.
 
All employees at MTC are classified as Disaster Services Workers.    

SKILLS AND ABILITIES

The ideal candidate will have the following knowledge, skills, and abilities:

  • Project management techniques to ensure timely delivery of multiple concurrent projects, including change control, budgeting, contract management, and scheduling.
  • Expert user of office productivity software similar to Microsoft Excel, Microsoft Word, Microsoft PowerPoint, Microsoft Visio, and Microsoft Project.
  • Knowledge of scope of work, budget, and schedule development for system enhancement activities.
  • Knowledge of contract management, contractor oversight, and invoice review and processing.
  • In depth knowledge of transit data and related open-source data specifications such as GTFS and GTFS-Realtime.
  • Knowledge of systems engineering process and documentation.
  • Basic understanding of Intelligent Transportation Systems (ITS).
  • Demonstrated skills in stakeholder relationship development and coordination.
  • Excellent skills in oral and written communication.

MINIMUM QUALIFICATIONS

An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education:  A Bachelor's degree from an accredited college or university in an appropriate discipline related to the area of assignment such as transportation planning, project management, public finance, transportation engineering, economics, business or public administration.  A Master's degree in one of these disciplines is desirable.  (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.)   

Experience: Two years of increasingly responsible experience in an appropriate field related to the area of assignment. 

License/Certificate:  Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Specific duties and responsibilities include, but are not limited to, the following:   

  • Manage consultants and direct their work effectively and efficiently to ensure timely and high-quality deliverables.

  • Work productively on multiple concurrent projects under general supervision, meet deadlines, and prioritize work.
  • Work independently, as well as collaboratively, in a team environment.
  • Communicate clearly and effectively, orally and in writing, to supervisor, team members, and stakeholders directly and in group settings.
  • Present technical information in a clear and concise manner.
  • Create engaging slide decks, fact sheets, memos, and other documents on complex technical topics and present them to technical and non-technical audiences.
  • Lead and perform analysis of technical issues using data and software tools; and propose approaches to efficient resolution.
  • Be available during emergencies on short notice.
  • Be proactive in recognizing and sharing potential opportunities for individual growth, team building, program initiatives, and strengthening partnerships.
  • Perform other job-related duties as needed or assigned to the Technology Services Section.

THE FOLLOWING ARE AMONG THE BENEFITS OFFERED TO EMPLOYEES OF MTC:

  • Public Employees Retirement System (PERS); employee contributes a portion of gross salary on a pre-tax basis.
    • MTC is subject to California Pension Reform and as of January 1, 2013 will offer two pension plans. The plan employee will receive will be based on the individual's historical pension plan membership. HR will discuss this directly with all final candidates.
