The Mapping & Wayfinding Project Manager will be a team member in the Innovation and Development Unit within TSS. The unit is tasked with developing and maintaining technology platforms that support a more productive, more collaborative, friendlier, and more dignified user experience for internal MTC business and external public customers.
 
This position will oversee the development and implementation of the Regional Mapping & Wayfinding Project, which aims to make it easier to navigate and explore the Bay Area using public transit and connecting services. The project was identified and endorsed for accelerated action by the Blue Ribbon Transit Recovery Task Force’s 27-point Transit Transformation Action Plan. The project is expected to kick off in summer 2022; conceptual project planning has been completed and consultant team procurement is currently underway.  
 
The purpose of the Regional Mapping & Wayfinding Project is to develop and implement fully harmonized wayfinding, mapping, and transit information throughout the Bay Area in all transit environments, while also providing guidance for pedestrian wayfinding and first/last mile opportunities extending from transit areas. Ultimately, this long-term project intends to standardize and harmonize regional mapping through a common map language and iconography, a common graphic identity, a digital mapping services platform, and standard products, etc. Phases will include initial program planning, prototype evaluation, subregional pilot implementation, and ultimately, full regional roll-out and ongoing program operations. This project is being developed collaboratively with the involvement of multiple transit agencies and cities. The project’s various design, planning, and implementation activities will include a facilitated, collaborative, consensus-building process. Additionally, extensive user outreach and engagement (e.g., focus groups, in situ testing) will be planned, with significant consideration given to addressing equity and providing equal access to all communities and persons.  
 
This position will manage the overall project, including staff and consultant work, contracts, budget, schedule, stakeholder coordination, and user outreach.  More information on the project is available from a recent MTC Operations Committee project update and webcast recording.

SKILLS AND ABILITIES

The ideal candidate will have the following knowledge, skills and abilities:

Knowledge of and experience with: 

  • Leading with influence and empowering teams.  
  • Project management techniques to ensure timely and quality delivery of project tasks and phases.
  • Stakeholder coordination, facilitation, and consensus-building. 
  • Staff and team management, including project oversight and decision-making, coordination of tasks, delegation, and giving feedback. 
  • Procurements, contracting, and contract management.
  • Budgeting, project financial planning, and funding sources (e.g., federal funding).
Desirable knowledge of and experience with: 
  • Print and digital mapping and wayfinding and/or traveler information. 
  • Bay Area transit providers and services.  
  • Customer-centric design processes, user testing, and market research approaches. 
  • Independently planning and executing complex strategies.
Ability to:  
  • Lead a project team with influence, empathy, and a collaborative spirit. 
  • Provide day-to-day project oversight, including: 
    • Managing project(s) including scope, schedule and budget, and ongoing assessment of risk; 
    • Overseeing consultants and directing their work effectively and efficiently to ensure timely and high-quality deliverables; 
    • Managing staff assignments and priorities, providing direction and feedback, and developing work plans; 
    • Escalating risks and issues and keeping higher level management informed of project progress.

MINIMUM QUALIFICATIONS

An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education: A Master's degree from an accredited college or university in an appropriate field related to the area of assignment such as transportation planning, project management, public finance, transportation engineering, economics, business or public administration.  (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.)      

Experience: Three years of increasingly responsible experience in an appropriate field related to the area of assignment, including at least two years managing the work of others.

A Bachelor's degree in an appropriate discipline and five to seven years of increasingly responsible relevant professional experience, that includes at least two years managing the work of others, is an alternative qualification.

License/Certificate:  Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Under the supervision and direction of the Assistant Director – Innovation & Development, specific duties and responsibilities include, but are not limited to, the following:

Manage the overall vision, development, and implementation of the Regional Mapping & Wayfinding project, which includes overseeing: 
  • Development of system design and implementation standards.
  • Development of a digital mapping platform for partner agencies.
  • Initial prototyping, subregional pilot implementation, and long-term regional deployment and operations.  
Develop inclusive and collaborative processes and relationships   
  • Build relationships and partner with internal business teams and regional agencies (transit agencies, congestion management agencies, local and county governments, etc.) to develop regional buy-in for the project.
  • Manage and coach staff to effectively and empathetically work with colleagues and partners.
  • Implement inclusive feedback processes and customer-centered solutions that provide friendly, dignified, and equitable experiences.
  • Provide project updates and make presentations at public board and committee meetings, executive meetings, stakeholder workshops, etc.  
  • Identify connections with related projects (e.g., regional fare integration) and pursue opportunities for near- and long-term integration.  
Manage contracts, contractors, and project budgets 
  • Manage project scope development and adherence, schedules, deliverable quality, and overall contractor performance.
  • Procure services, negotiate contracts, prepare and oversee contract documents, and process invoices. 
  • Oversee annual project funding processes and maintain project budgets. 
  • Coordinate with Contracts, Legal, and Finance departments on agreements and practices. 
Perform strategic planning, and support TSS and unit work planning and projects 
  • Stay abreast of trends in mapping, wayfinding, and traveler information.
  • Identify opportunities to improve processes and productivity, enhance the customer experience and strengthen equity, consolidate systems, and integrate data.
  • Serve as a member of the extended Technology Services Section leadership team, contribute to unit and TSS strategic and work planning efforts, support staff training and development, and provide project leadership and support as requested.
HYBRID WORK - Some assignments/tasks that can only be done in the office or at a designated MTC work assignment location may include:
  1. Select consultant meetings
  2. Select stakeholder workshops/meetings and public board meetings
  3. Transit and local area site visits for planning, testing, and implementation
THIS IS A TIME-LIMITED POSITION FOR THREE YEARS

THE FOLLOWING ARE AMONG THE BENEFITS OFFERED TO EMPLOYEES OF MTC:

  • Public Employees Retirement System (PERS); employee contributes a portion of gross salary on a pre-tax basis.
    • MTC is subject to California Pension Reform and as of January 1, 2013 will offer two pension plans. The plan employee will receive will be based on the individual's historical pension plan membership. HR will discuss this directly with all final candidates.
