The Metropolitan Transportation Commission (MTC) is the transportation planning, financing and coordinating agency for the nine-county San Francisco Bay Area.  For more information about MTC, visit www.mtc.ca.gov.

Together with the Assistant Director of Treasury, the Treasury Manager is a lead position responsible for overseeing, managing, coordinating, implementing, and evaluating the daily operations of the Treasury department including debt administration, banking operations, investment management, accounting, audit, and financial reporting functions. The incumbent will assist various Treasury teams with the implementation of new programs and ad hoc projects and will be involved in debt financing document review. The Treasury Manager will also be responsible for Treasury’s budgets and contracts. This position will lead the annual year-end financial audit and will work directly with the auditors.

All employees at MTC are classified as Disaster Services Workers.     

SKILLS AND ABILITIES

The ideal candidate will have the following knowledge, experience, skills, and abilities: 

Knowledge of:

  • Best practices of banking and treasury management.
  • Procedures involved in municipal debt financing.
  • Understanding of fixed income investments and markets.
  • Governmental Accounting Standards Board (GASB) and Generally Accepted Accounting Principles (GAAP).
  • Principles and practices of municipal government accounting, auditing, budgeting, and revenue forecasting.
  • Methods and techniques of supervision, training, and motivation.
 Skills and Abilities
  • Provide lead direction on complex accounting/auditing related projects.
  • Manage numerous simultaneous projects in a timely manner, with limited direction.
  • Make adjustments to standard operating procedures to improve effectiveness and comply with regulatory changes as appropriate. 
  • Develop and coordinate complex work programs, research projects, and analytical studies.
  • Analyze complex financial, accounting or auditing issues, evaluate alternatives and reach sound conclusions.
  • Work effectively with internal staff and external consultants.
  • Advanced Excel skills.
  • Conduct spreadsheet analysis and translate technical data and information into language understandable to the general public.
  • Excellent written and oral communication skills.
  • Presentation skills – public meeting oral presentation; PowerPoint.
  • Prepare and make technical presentations to a wide variety of audiences.
  • Attend evening meetings as required.

MINIMUM QUALIFICATIONS

An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is: 

Education: A Bachelor's degree from an accredited college or university in an appropriate discipline related to the area of assignment such as finance, business administration, accounting, or economics.  A Master's degree is preferred. (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.) 

Experience: Five years of increasingly complex and diverse treasury and municipal bond administration experience, two years of which having supervisory responsibilities, including the equivalent of two years as an Associate Financial Analyst for MTC.

License/CertificateCertified Public Accountant (CPA) is highly preferred.  Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Specific duties and responsibilities include, but are not limited to, the following:     

Manage Debt and Swap Administration Team

  • Verify accuracy of debt and swap calculations.
  • Ensure debt service payments are made in an accurate and timely manner.
  • Monitor and manage all continuing disclosures, arbitrage, and compliance requirements, including covenant requirements.
  • Develop and maintain debt related schedules including debt amortization, deferred amounts, and bond premium and discounts.
  • Perform debt portfolio analysis and swap valuations.
  • Assist with financing transactions by performing calculations, analysis, and reviewing financing transaction documents to ensure all information is presented correctly.
Manage Conduit Debt Administration Team
  • Manage continuing disclosures and regulatory compliance requirements.
  • Manage transactional requests including amendments, defeasances, agreement extensions, research requests, and other requests.
  • Oversee the development and maintenance of financial reports, schedules, and monthly and quarterly revenue collections.
  • Ensure monthly revenue billings are done accurately and timely.
Manage Banking and Investment Management Team
  • Plan and coordinate the development and implementation of cash and treasury activities for checking, safekeeping, and trust accounts.
  • Oversee the adequacy and effectiveness of internal controls and mitigation of fraud risks.
  • Ensure all banking and investment management processes adhere to internal controls.
  • Review daily and monthly cash flow projections and liquidity levels.
  • Develop cash flow models to be used for long-range planning.
  • Oversee the investment management of surplus cash and ensure compliance to Investment Policy.
  • Review monthly investment reports.
Accounting, Financial Reporting, Budgets and Contracts
  • Review and post journal entries to the general ledger.
  • Review bank account, investment account, and investment accrual reconciliations.
  • Responsible for Treasury’s annual year-end financial close and financial audit.
  • Prepare Treasury annual budget forecast.
  • Manage Treasury contracts and encumbrances .
  • Knowledge of accounting and financial reporting, GASB, and GAAP. Make adjustments and recommendations to standard operating procedures to improve efficiencies and comply with regulatory changes as appropriate. 
Supervision
  • Supervise and mentor Treasury staff members.
Other Tasks and Responsibilities
  • Perform other job-related tasks and responsibilities as needed or assigned by the section.  
  • Tasks and responsibilities may be adjusted from time to time based on business needs.

  • Public Employees Retirement System (PERS); employee contributes a portion of gross salary on a pre-tax basis.
    • MTC is subject to California Pension Reform and as of January 1, 2013 will offer two pension plans. The plan employee will receive will be based on the individual's historical pension plan membership. HR will discuss this directly with all final candidates.
