The Metropolitan Transportation Commission (MTC) is the transportation planning, financing and coordinating agency for the nine-county San Francisco Bay Area.  For more information about MTC, visit www.mtc.ca.gov.    

The San Francisco Bay Area Regional Energy Network (BayREN) is a coalition of the Bay Area’s nine counties – a network of local governments partnering to promote resource efficiency at the regional level, focusing on energy, water, and greenhouse gas reductions. BayREN works collaboratively with a wide range of staff at each county.
 
ABAG Publicly Owned Energy Resources (ABAG POWER) is a program of Association of Bay Area Governments (ABAG) which conducts pooled purchasing of natural gas and provides other energy management services for local governments and special districts who voluntarily join the program.

The Junior Energy Programs Coordinator position will be filled at the Junior salary grade level and would serve as a key member of both the ABAG POWER and BayREN teams with a wide variety of duties including: routine monitoring and reconciliation of operating budgets, expenses, and basic contract management; assist with catering, document production, routing, and calendaring; and provide secretarial assistance and communicate practices to other section staff.

All employees at MTC are classified as Disaster Services Workers.   

SKILLS AND ABILITIES

The ideal candidate will have the following knowledge, skills and abilities: 

  • Familiarity with Microsoft Excel, Word, and PowerPoint and/or related productivity software, such as Google Docs, Sheets, Slides, and Forms.
  • Techniques for effective budgeting and financial planning.
  • Modern principles and practices of governmental fiscal reporting, accounting, and payroll procedures.
  • Business administration principles and practices including staffing, communications, management controls, project planning, purchasing, and records management.  
  • Business writing, formatting, and presentation of materials and documents.
  • Methods and techniques of scheduling calendars and events.
  • Use initiative and sound judgment within established procedural guidelines.
  • Work productively on multiple concurrent projects under general supervision, meet deadlines, and prioritize work.
  • Work independently, as well as collaboratively, in a team environment, and be flexible.
  • Excellent oral and written communication skills.
  • Experience with the administration of grant-funded projects is desirable.

MINIMUM QUALIFICATIONS

An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:
 
Education:  Bachelor's degree from an accredited college or university in an appropriate discipline related to the area of assignment such as communications, business administration or public administration.  (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.)       
 
Experience:  No professional working experience is required.

An Associate degree in an appropriate discipline and at least one year of increasingly responsible experience related to the area of assignment is an alternative qualification.

License/Certificate:  Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Specific duties and responsibilities include, but are not limited to, the following: 

Administrative Responsibilities

  • Serve as section liaison between ABAG/MTC meeting clerks (ABAG Executive Board, ABAG POWER Board of Directors and Executive Committee) and section staff; communicating production schedules to project managers. Overseeing timely submittal of meeting materials.
  • Posting of public meeting materials in an electronic meeting management platform.
  • Compose and/or process a variety of letters, reports, forms, agenda items, packets, resolutions, policies, presentations, and other documents; compile and maintain records.
  • Schedule, plan, coordinate, and administer meetings and events. 
  • Provide varied administrative assistance (calendaring, document processing, photo copying, etc.) to the Section Director and section managers; provide information regarding agency functions, policies, procedures, and practices to other section staff. 
  • Serve as section lead for Initiating and monitoring procurements, contracts, and purchase orders. 
  • Prioritize, distribute and process incoming and outgoing communications of all types.
  • Manage phone calls, emails, communications, meetings and visitors.
 Financial Monitoring and Reconciliation
  • Assist with monitoring and reconciling energy section programs’ budgets and expenses through use of MTC’s financial systems.
  • Route energy section invoices, perform limited financial reporting, and follow up to ensure timely vendor payments.
  • Establish positive working accounting-related relationships with vendors and partners.
      
HYBRID WORK:  Employees may need to be in the office due to assignments/tasks that are only able to be done in the office or at a designated MTC work assignment location.  For this position, in office team collaboration is encouraged on Tuesdays and Thursdays.

THE FOLLOWING ARE AMONG THE BENEFITS OFFERED TO EMPLOYEES OF MTC:

  • Public Employees Retirement System (PERS); employee contributes a portion of gross salary on a pre-tax basis.
    • MTC is subject to California Pension Reform and as of January 1, 2013 will offer two pension plans. The plan employee will receive will be based on the individual's historical pension plan membership. HR will discuss this directly with all final candidates.

  • Health Benefits Insurance through the Public Employees' Retirement System (premiums are shared between agency and employee).

  • Agency-paid Dental Insurance (dependent coverage shared by the employee and MTC).

  • Agency-paid Vision Care Insurance, employees only (dependent coverage is paid in full by employee).

  • Eleven paid holidays per year.
  •    
  • One day per month paid vacation leave; for each year of service, an additional day per year is granted to a maximum of 25 days per year.

  • One day per month paid sick leave, with no limit to the amount of sick leave that can be accumulated. (May cash out up to 240 hours of accumulated sick leave upon separation from the Agency.)
  •    
  • Personal Business leave; up to three (3) days per year depending upon date of hire.

  • Monthly Transit/Parking Subsidy.
