The Metropolitan Transportation Commission (MTC) is the transportation planning, financing and coordinating agency for the nine-county San Francisco Bay Area.  For more information about MTC, visit www.mtc.ca.gov.  

The Electronic Payments Section at MTC delivers the FasTrak toll payment and the Clipper transit fare payment programs.  Clipper® is the Bay Area's all-in-one transit fare payment system, making travel seamless and convenient for riders across all transit modes from Napa to San Jose. MTC manages the third party contracts for operation and maintenance of  the Clipper system, which includes fare payment devices (card readers and other equipment installed on buses and at ferry and rail stations), as well as a back office system responsible for maintaining accounts and processing transactions; and coordinates delivery with participating transit operators.
 
Under the direction of the Assistant Director for Clipper, the Principal Program Coordinator will oversee staff and work on daily operations of the current Clipper Program and delivery of the next generation Clipper system. The Principal will be responsible for: managing the deployment, testing, and maintenance of Clipper devices (readers on rail platforms and transit vehicles, retail add-value devices, etc.); monitoring performance of the Clipper system and devices; analyzing system performance data to inform recommendations; supporting system life-cycle replacements; managing contracts and budgets; developing policies, strategies, and analyses for both technical and policy issues; facilitating involvement of staff from transit agencies in program management; and representing the Clipper Program in various official capacities. These responsibilities require close coordination with other members of MTC's Clipper program management team, including MTC staff, participating regional transit agency staff, the Clipper contractor(s), and consultants.
 
The Clipper Principal will be expected to successfully execute responsibilities and duties by supervising staff, consultants and other resources assigned to them. New and different project or functional assignments may be assigned to this position to keep up with the Electronic Payment section's changing program requirements. This position will require an individual with a strong understanding of the section goals and objectives who can successfully supervise daily unit operations, review and evaluate work methods and procedures, and suggest improved processes and procedures in support of the section's business goals and objectives.
 
Principal level employees participate as members of the section's management team and are expected to:
  • Provide leadership and possess strong analytical, problem-solving, organizational and interpersonal skills; supervise reporting staff and contractors; monitor, evaluate, direct and participate in the training of staff.
  • Communicate clearly and concisely, both orally and in writing, distilling detailed project and function concepts into compelling, relevant and understandable presentations.
  • Make decisions that produce high-quality results by applying skills and knowledge, calculating risks, considering timelines, and meeting milestones. Meet or exceed unit and section goals and assist in the section's meeting of organizational goals and performance expectations. Have the ability to set objectives and goals; scope out length and complexity of projects; break down work into the process steps; develop schedules and assignments; anticipate and adjust for problems and roadblocks; measure performance against goals and evaluate results.
  • Manage complex unit and project budgeting and expense monitoring, and understand which issues require higher level attention.
  • Execute complicated procurements and vendor selection processes and manage vendor and consultant relationships.
  • Build effective relationships, make timely decisions, interpret and communicate management directives, understand technology requirements, understand best practice organizational business operations, get results and achieve goals.
  • Apply a combination of broad supervisory and project/program manager skills and technical knowledge to all aspects of the job.
  • Understand how to work as a productive team member. Work directly with Assistant Directors, senior managers, staff and outside business partners, consultants, and contractors.

MINIMUM QUALIFICATIONS

An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education: A Master's degree in an appropriate field related to the area of assignment such as Transportation Management, Engineering, Computer Science, Accounting, Finance, or a related subject such as Public or Business Administration.  A Bachelor's degree in an appropriate discipline and four years of relevant experience is an alternative qualification.   (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.)  

Experience: Three years of increasingly responsible experience in an appropriate field related to the area of assignment.  Preference will be given to those applicants with more years of professional experience in one or more of the following:

  • Electronic/automated payment or mobile payment systems 
  • Public transit system policies, planning and operations 
  • Software testing, deployment and performance monitoring 
  • Financial accounting systems and financial statements
  • Near Field Communication smart cards or related technology
License/Certificate:  Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Specific duties and responsibilities include, but are not limited to, the following:  

Monitor/Supervise Clipper Operations

  • Coordinate oversight of Clipper system technology and operations, performance monitoring and management.
  • Report status, identify and prioritize service issues, and manage priority issues to resolution. Work closely with external contractors to manage priorities.
  • Build effective relationships, make timely decisions, interpret and communicate management directives, understand technology requirements, understand best practice organizational business operations, get results and achieve goals.
  • Apply a combination of broad supervisory and project/program manager skills and technical knowledge to all aspects of the job.
Deliver Priority Initiatives
  • Support Clipper service modifications, such as software, hardware and business rules updates or new services integration.
  • Manage and deliver system enhancements, as identified and prioritized by participating transit operators.
  • Develop project scopes of work, contracts and contract change orders; review design documents; oversee software testing; manage communications with the Clipper contractor; and manage contractor work to ensure delivery as scheduled.
Support Strategic Planning
  • Support strategic planning for the Clipper program to facilitate the achievement of short-term milestones and long-term success.
  • Develop or support development of policies, strategies, and analyses for both technical and policy issues such as Next Generation Clipper technology, integration of Clipper with other services such as bike share and parking, and development of initiatives to increase customer use and satisfaction.
Monitor/Supervise Clipper Data and Report Operations
  • Coordinate oversight of Clipper data and reporting systems to facilitate effective use of resources and insights by regional stakeholders.
  • Execute complicated procurements and vendor selection processes, and manage vendor and consultant relationships.
Staff Oversight
  • Provide lead direction and work assignments to assigned staff; instruct staff in work procedures, and review and evaluate work performed. Assist staff when necessary to complete time-sensitive assignments.
  • Monitor overall work assignments and workflow for direct reports. Ensure that staff assignments are understood and resourced correctly to deliver projects and ensure operational success. Identify shortfalls/gaps in resources and recommend solutions to higher level team.
  • Participate in the selection, orientation, training and evaluation programs for assigned staff; provide or coordinate staff training; provide positive motivation for employee performance; identify and resolve staff deficiencies.
  • Ensure Assistant Director is updated and informed of programs and projects.
  • Be a team leader with strong analytical, problem-solving, organizational and interpersonal skills, supervise reporting staff and contractors; monitor, evaluate, direct, and participate in the training of staff.
HYBRID WORK:  Employees may need to be in the office due to assignments/tasks that are only able to be done in the office or at a designated MTC work assignment location.  This position is fully remote, but may need to attend equipment testing; equipment installation/maintenance oversight at transit operator locations; and site visits at Clipper in-person customer service center locations.

  • Public Employees Retirement System (PERS); employee contributes a portion of gross salary on a pre-tax basis.
    • MTC is subject to California Pension Reform and as of January 1, 2013 will offer two pension plans. The plan employee will receive will be based on the individual's historical pension plan membership. HR will discuss this directly with all final candidates.
