The NC Department of Health and Human Services (DHHS), in collaboration with its partners, protects the health and safety of all North Carolinians and proves essential human services.

As a part of DHHS, the Division of Public Health is made of a several sections servicing the citizens of North Carolina.  The Children and Youth Branch is a part of the Women and Children’s Health Section within Public Health and helps all North Carolina children to grow, develop and be healthy. We do this through health promotion, prevention, early identification, treatment and intervention.

The Charter School Health Consultant serves as the initial point of contact  person for charter schools in the State for identification and assistance in accessing Local, County and State resources needed to meet identified student health and school health program needs. Those school health services are directed toward all students including those with chronic illness and disabilities.  As staff in the School Health Unit, this consultant’s responsibilities include charter school health program development, implementation, monitoring and assistance with quality assurance.  This position is also responsible for assuring charter school compliance with mandated health services and reporting. To accomplish its purpose, the position serves as part of the School Health Matrix Team, Women and Children’s Health (WCH) regional teams and collaborates closely with the Regional School Health Nurse Consultants.

Knowledge, Skills and Abilities / Competencies

  • Current standards and common practices of school health programs
  • Standards in and laws relating to child and adolescent health
  • Trends in adult education and continuing education
  • Local health department service delivery systems and administration
  • Charter school organization and administration and methods for establishing charter school policy and assigning responsibilities
  • Legal and political processes
  • Practice of other health professionals and paraprofessionals
  • Community assessment, program planning and evaluation
  • Research process and the rights of health services providers and consumers.

Experience in:

  • Participate effectively in program planning, implementation and evaluation and quality control methods
  • Use epidemiological methods and procedures and statistical evaluation
  • Work effectively as a team member with health professionals, educators, administrators in education and health, paraprofessionals, and the public
  • Present comments, opinions and services rendered clearly and concisely in oral and written form.

Minimum Education and Experience Requirements

Master's degree in public health, social work, nursing, psychology or related field and one year of experience in a related human services program; or graduation from a four year college/university and three years of administrative, consultative, or counseling experience in a related human services program. . .
