THE POSITION

The Commonwealth of Pennsylvania, Department of State has an immediate need to fill a Chief Information Officer 1 vacancy in Harrisburg, Pennsylvania.

This position oversees the Bureau of Management Information Systems and directs the Department's information technology program.

DESCRIPTION OF WORK

Assess the ongoing IT needs of the Department's delivery of services, ensure secure, accurate and timely access by customers. Such services include but are not limited to voter registration and election related services, professional licensure, corporate and charitable filings, notary applications, legal, enforcement and investigation, and legislation tracking.

Develop IT strategies that innovate and allow for flexibility and adaptability in the delivery of services as customer's business needs evolve.

Align and coordinate IT strategies and service delivery mechanisms to support internal and external stakeholders and provide excellent and seamless customer service.

Conduct strategic planning, develop policy, implement, and maintain ongoing operations of all management information systems and data communications programs and initiatives of the Department of State.

Plan, organize, direct, and develop policy for the analysis, design, development, implementation, security, and operation of management information systems and data communications for the Department.

Consult with executive and business management staff to develop and align the strategic direction of information technology with the vision and goals of the Department.

Work closely with the Office of Administration, Office of Information Technology in the establishment of Department policy relating to information technology resources and processes at the enterprise level.

Direct research, evaluation and planning associated with the review of new technology and the development of the Department's Strategic Technology Plan. Establish the Department's strategic technology architecture.

Direct the development and implementation of Department standards for IT enterprise architecture, application development, data governance and management, interoperability, intranet, internet, security, and telecommunications.

Coordinate the Department's use of internet, intranet, electronic data interface, telephony, security, and electronic reporting methodology with the Office of Administration, Office of Information Technology.

Manage major IT projects that are comprehensive in their scope and impact on the Department, including the responsibility for the concept, design, development, implementation strategy, coordination, and testing of approved IT initiatives.

Provide reports to the Secretary, the Governor's Office, and the Office of Administration, Office of Information Technology on the status of projects through oral presentations and written reports.

Develop project plans and evaluates cost effectiveness of various IT alternatives in order to ensure compatibility with Department resources.

Participate with members of the Department's executive management in decision making, effectively communicate IT perspective and IT implications.

Partner with and advise other Department managers on issues related to the use of information technology in their program areas.

Oversee the development of information technology plans for bureaus, programs, and data centers and the information technology budgets for personnel expenses and assets.

Research new technology and architecture for solving business and operational problems.

Provide leadership and guidance to program officials on large and complex integrated information systems and local area, wide area, and metropolitan area networks to assist in meeting overall program goals and objectives.

Negotiate and manage vendor's contracts for software, application development, and equipment maintenance.

Develop and negotiate inter-agency contracts to provide data processing services.

Chair the IT Governance Committee for the Department of State.

Manage the server infrastructure for the Department of State including availability, capacity, security, and architecture in the "Cloud", hosted datacenters, and Commonwealth datacenters.

Provide leadership in data management and analytics.

Perform related work as required.

Essential Functions:

  3. Analyze, evaluate and develop recommendations on IT initiatives and process improvement opportunities.
  4. Provide leadership and guidance.
  5. Manage IT application development and maintenance of applications.
  6. Ensure IT enables and aligns with Department's vision and strategic goals.
  7. Engage with and support executive and senior level staff.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

Five years of professional experience in managing all phases of information technology projects, and a bachelor's degree;

or

Five years of professional experience managing information technology functions for an organization, and a bachelor's degree;

or

An equivalent combination of experience and training.
 

EXAMINATION INFORMATION

Annual salary range is $79,727 - $121,174 commensurate with selected candidate's education and experience.
