THE POSITION

Work hours: Monday - Friday (40 hours/week)

DESCRIPTION OF WORK

This position is responsible for managing the daily operation of the Centralized Dispatch Center by providing guidance and problem resolution as well as reviewing, developing and implementing policy and procedure to meet the goals of the Pennsylvania Game Commission.

  • Oversees the communication center operations involving the answering, evaluation and prioritization of all incoming telephone calls regarding laws, departmental policies and procedures.
  • Monitors ongoing communications to ensure that staff interact effectively with various callers by obtaining complete information to determine urgency and need for response. 
  • Directs, coordinates, assesses and monitors operations and staff levels to ensure quality services are provided in an efficient, cost-effective and timely manner.
  • Prepares and coordinates shift schedules and work distribution assignments.
  • Monitors group and individual workloads and response times in order to assess proper distribution of work and efficiency of operations.    
  • Maintains efficient coverage as needed and during high volume seasons.
  • Oversees the hiring and supervision of all communication center staff.
  • Develops and administers staff goals and training programs.
  • Evaluates employees on an annual basis.
  • Ensures that procedures and industry standards are maintained in call
    answering programs, and other enhanced services.
  • Develops, implements and administers personnel policies and procedures.
  • Develops and coordinates long-range planning, strategic plans, capital improvements, and general operations to keep the communication center and its services a "State of the Art" service to the Pennsylvania Game Commission, user agencies and Commonwealth residents.
  • Coordinates the instruction provided through training programs and provides instruction and training to personnel as required.  Establishes training goals and priorities. Ensures all standards are met by dispatching staff. 
  • Evaluates, recommends for purchase, maintains and oversees the operation of technical systems including radio, computer, mobile data, and enhanced 911 phone network.
  • Evaluates existing and proposed communications procedures and equipment and makes recommendations regarding their adoption, modification or procurement.
  • Establishes and monitors budgetary expenditures.
  • Monitors the preparation, review and updating of reports, memoranda, logs and correspondence that accurately document law enforcement communications using appropriate agency policies and procedures.
  • Recruits new hires.  Conducts background investigations of all new hires. 
  • Maintain all documentation and records for the training programs.
  • Transmits, receives and relays official information using established agency communications equipment to agency officials.
  • Oversees special projects and ensures work is completed according to specifications.
  • Monitors the set up and operation of temporary communications command sites during special assignments including man hunts, man-made or natural disasters.
  • Maintains professional relationships with customers, vendors, consultants, agencies, government officials.
  • Investigates complaints regarding response time and level of service provided by staff.
  • Provide leadership that emphasizes tact and diplomacy when working with other public safety agencies.
  • Conducts internal investigations.
  • May testify in court regarding records or events.
  • Plans and attends public relation programs and events and attends conferences, seminars, and training as required.
  • Coordinates facility maintenance, repairs and renovations and the development of service contracts with appropriate department staff and vendors/contractors.
  • Encourages and promotes a culture of excellent customer service.
  • Performs full range of supervisory duties.
  • Performs other related duties as required.
 
Essential Functions:
1.  Thorough knowledge of operating characteristics, capabilities, and limitations of phone and radio receiving and transmitting equipment, recording systems, and other public safety communications equipment, including computer aided dispatch systems and procedures.
2. Ability to work professionally under stressful conditions and be responsive to emergency situations on a 24-hour a day basis; ability to exercise sound judgment regarding agency policies and procedures and emergencies
3. Conducts internal investigations.
4.  Interpret and Enforcement of Titles 34 & 58.
5. Maintain certifications as a law enforcement officer.
6. Obtain and maintain CLEAN/NCIC and JNET Certifications
7. Provide investigative advice and direction.
8. Communicate effectively both orally and in writing.
9. Identify and resolve problems.
10. Operate a motor vehicle and possess a valid PA driver's license
11. Prioritize responsibilities and works independently.
12. Remains calm under stressful situations and conditions.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

Eligibility - all candidates
Three years of professional experience in wildlife protection, wildlife management, wildlife habitat, or forestry within a wildlife conservation program in a supervisory capacity.

Special Requirement: The employee in this job must maintain CLEAN and JNEt certifications for the duration of employment in this job.

Have held regular civil service status in one of the following classifications:
  • Wildlife Conservation Officer Law Enforcement Coordinator
  • Wildlife Conservation Officer Supervisor
