THE POSITION

This position involves the technical aspects of planning, developing, reviewing, and evaluating major phases of a statewide radio, microwave and related telecommunications systems, equipment, facilities, and services to promote orderly and economical growth of radio, microwave, and related telecommunications for the Pennsylvania Department of Transportation.


DESCRIPTION OF WORK

This position requires technical knowledge of all aspects of public safety and commercial Low Band, VHF, UHF, T-Band, 700Mhz, 800MHz, 900MHz, and microwave (licensed and unlicensed) digital and analog trunking systems, simulcast and multicast trunking systems, and sequential-cast wide area paging networks.

Requires technical proficiency in the areas of Voice over Internet Protocol, Land Mobile Radio networks, Local Area Networks, Wide Area Networks, firewalls, gateways, routers, Internet (IP), Transmission Control (TCP), and User Datagram (UDP) Protocols as they pertain to radio communication; as well as other network equipment, software, and protocols involved in both wireless, wire line, and fiber optic network environments. Also requires extensive knowledge of Federal Communications Commission regulations, National Public Safety Planning Advisory Committee (NPSPAC) activities, and Radio Frequency spectrum management.

This position also serves as a technical advisor of the radio system to the Section Chief of the New Equipment/Specification/Radio Section of the Fleet Management Division and Bureau Director. Work shall assist and coordinate with the administration position of the radio system.

Work involves coordination with OA/OIT/ OPRS, and other representatives of governmental agencies and telecommunications equipment and service vendors to coordinate radio, microwave and related telecommunications activities of governmental organizations, common carriers, contractors, and consultants and others providing telecommunications services and equipment to the Pennsylvania Department of Transportation.

Implements existing policies and procedures for the technical operation and modernization of radio, microwave, and related telecommunications for the Pennsylvania Department of Transportation and recommends technical changes where necessary; develops and recommends new technical policies and procedures on a statewide basis.

  • Full-time employment
  • Work Hours: 7:00 am - 3:00 pm; Monday - Friday; 30 minute lunch
  • You will have the opportunity to work from home (telework) part-time, three days one week and two the next.  In order to telework, you must have a securely configured high-speed internet connection.  If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

Qualifications:

  • Minimum Experience and Training Requirements - One year as a Radio Telecommunications Specialist 1; OR five years of radio, microwave or related telecommunications experience which includes two years of system design or configuration and three years of general telecommunications experience that involved the installation, repair or maintenance of large commercial and/or governmental systems or systems engineering analysis with a public utility, governmental agency or private company. Post high school training in telecommunications technology, radio communications or electronics with emphasis in radio or microwave telecommunications may be substituted on a year for year basis for up to two years of general telecommunications experience.
