The Pennsylvania State Police are seeking a detail-oriented, self-motivated individual with excellent problem solving and communication skills to fill a vacancy as a Site Development and Maintenance Manager (Information Technology Specialist 1).

DESCRIPTION OF WORK

As the Site Development and Maintenance Manager for Pennsylvania State Police, you will manage all construction activities at Pennsylvania Statewide Radio Network (STARNet) communication sites.  You will be managing collocation requests submitted by the Wireless Infrastructure Program Manager (Asset Manager) and managing site maintenance and infrastructure upgrade projects.  You will be responsible for overseeing technical, administrative, and supervisory aspects within the Pennsylvania State Police Statewide Radio Network Division (SRND).

In your role, you will also manage the site development activities for newly constructed sites, site civil modifications and upgrades, and third-party collocations.  You will be developing scopes of work and requests quotes for infrastructure upgrades and/or system replacement projects.  You will be providing direction to vendors performing design, engineering, and maintenance of the site infrastructure; ensuring all work is completed within contract timelines and quality control standards; and verifying that contract deliverables have been received prior to authorizing payments to vendors. You will be responsible for the review of collocation requests submitted by the Asset Manager for use of STARNet sites, ensuring that third-party designs won’t negatively impact existing and/or future plans of the SRND, and inspecting and verifying that all site work is/was completed in accordance with approved Construction Drawing (CD) package.

Perform supervisory and administrative functions, including the direct supervision of 3 highly technical positions within SRND. Attend internal meetings, provides input for annual budgets, and helps establish project priorities for the division. Ensure that as-built documentation and asset management information is received in a timely manner for implementation into the SRND database and SRND’s Network Operational Center (NOC) ServiceNow system.  Review documents for completeness and accuracy to ensure database integrity. Interact with the NOC personnel and other technical staff members in resolving site operational and maintenance issues relating to towers, shelters, generators, compounds, and infrastructure systems. Work with STARNet site landowners on permission, regulatory, and site related issues. Ensures that STARNet towers comply with FAA/FCC regulations.  Perform other duties as assigned, including serving as acting Chief of Site Development and Maintenance in the absence of appointed Chief.

Schedule/Other information
Work Hours: 8:00am-4:30pm (37.5 Hour Work Week)
This position is eligible for full retirement benefits at age 60 or 65.
Occasional overnight travel
Must be able to lift and transport boxes weighing up to 35 pounds
Must be able to drive to all areas of PA, including remote tower sites

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

One (1) year as an Information Technology (IT) Policy Associate 2;
 
OR
 
Three (3) years of technical experience in IT resource management or policy analysis work and a Bachelor's Degree in Public or Business Administration, Policy Analysis and Planning, or a related field, which included or was supplemented by 6 college level credits in information technology;
         
OR
 
Two (2) years of technical experience in IT resource management or policy analysis work and a Master's Degree in Public or Business Administration, Policy Analysis and Planning, or a related field, which included or was supplemented by 6 college level credits in information technology;
                             
OR
 
Any equivalent combination of experience and training.

Preferred Qualifications (preferred but not required)
Tower site construction management experience (min 5 years)
Experience with reviewing and evaluating application packages for third-party collocation requests (min 5 years)
Experience using Computer-Aided Design (CAD) software (min 5 years)
Experience in obtaining zoning and building permits (min 5 years)
