About the Department
Pierce County Parks and Recreation manages over 5,200 acres of open space, trails, developed and undeveloped parks.  We provide recreational programs and infrastructure in active and passive parks and trails. The department consists of three divisions:  Parks and Recreation, Administration and Resource Stewardship. Our mission is to be a leader in creating livable communities by providing opportunities for people to connect with nature, learn about sustainable practices, live healthy lifestyles, and enjoy vibrant community spaces.
 
Nature of the work
The Park Specialist position in the Parks & Recreation Division is responsible for oversight and execution of maintenance  plans for Sprinker Recreation Center and several small parks within the Central region.  This is an operational supervisory position responsible for scheduling, planning, organizing and overseeing the performance and safety of staff which may include Extra-Hires.

Position Summary

Core Strategic Responsibilities:

  • Develop, schedule, monitor and evaluate work plans and programs.
  • Assist supervisor in budget planning, preparation and implementation.
  • Demonstrate proficiency utilizing an automated Work Order system to schedule and document work performed.

This Park Specialist is a working supervisory position that manages 7 FTE and multiple Extra Hire's throughout the year. This position oversees the operations of Sprinker Recreation Center and several small parks.  This position oversees the maintenance of an Ice Rink, a community center, multiple sports fields, neighborhood parks, trail systems and well as undeveloped park areas. This person will work with a group of dedicated staff who strive to provide the best services to the citizens of Pierce County.

How to be Successful in the Role:  You will have weekly meetings with your supervisor to discuss tasks, work plans, budget, staff schedules and facility needs. Demonstrate positive and enthusiastic willingness to learn required job functions. Demonstrate consistent progress in learning job duties. Begin development of positive working relationships within the immediate work group and and the Central region team. Be willing to work a variety of shifts and days to ensure successful operation of Sprinker Recreation Center and your small parks other events occurring in the Central Region.
 
Your Future in this Role: 
This position offers a great opportunity to lead a team to improve parks and open spaces, build upon your experience managing a facility going through planned upgrades, and improving on your experience connecting Pierce County residents with nature and the outdoors. This position will be part of two to three large construction projects over the next 2-5 years.
 
Core Daily Responsibilities:
  • Identify maintenance deficiencies, manage and update the work order system, and coordinate with Facilities Management's maintenance staff in conjunction with Parks & Recreation Manager and other Park Specialists.
  • Plan, direct, and perform work in the repair of parks grounds such as turf and landscaped areas, Ice Arena, irrigation systems, courts, athletic fields, golf courses, trails, trailheads, picnic areas, waterfront areas and playground structures.
  • Supervise staff and schedule training opportunities.
  • Determine work procedures, prepare work schedules and determine methods for expediting workflow; assign, review and approve the work of subordinate staff. Make recommendations to improve work flow and increase productivity
  • Investigate, respond to and resolve public complaints and inquiries.

Qualifications

  • Four or more years of experience related to the operation of maintenance and operation of parks, recreation building facilities, athletic sports complexes, ice arena, trails, and/or open space which includes supervisory/lead experience OR any equivalent combination of experience and education is required
  • Ability to write, present and communicate core information to work crews and supervisor.

Preferred Qualifications:
  • Possession of or ability to obtain a CPR/First Aid Certification.
  • Ice rink systems, Asset Management, equipment, maintenance and operations experience is highly desired.  
  • Ball field maintenance and care of natural and synthetic turf fields.

SPECIAL REQUIREMENTS AND/OR QUALIFICATIONS:
  • Employees may be subject to 24-hour on call availability.
  • Evening and weekend work may be required.
  • Ability to successfully complete all required background investigations.
  • A valid Washington State driver's license is required or the ability to otherwise meet the travel requirements of the position.
  • Ability to be able obtain a pesticide applicator license within 6 months of employment.
  • Satisfactory physical condition, as evidenced by a County-approved physical examination, may be required prior to the appointment.

Vacation (Annual Leave)
After approximately six months, employees receive six days of vacation leave. 
Since we value your experience, the amount of vacation you can accrue increases the longer you work with us. Vacation accrues on a bi-weekly basis for full-time employees as follows:

Military Leave:
Pierce County has a proud history of supporting the armed forces and provides members of the armed forces with up to 21 days paid military leave per state fiscal year.

Personal Holidays:
Regular full-time and regular part-time employees also receive two additional paid personal holidays. Each paid personal holiday accrues on January 1 of each year and must be taken during the calendar year in which it was accrued.

Furlough:
Some Pierce County employees may be designated to receive 10 "furlough" days per year in lieu of holidays. Furlough days are available for use on January 1 and must be scheduled and taken within the calendar year. Employees who leave employment with Pierce County must reimburse the employer for used furlough days based upon the number of remaining holidays.

Sick Leave:
Sick leave accrues on a bi-weekly basis, at the rate of one day per month.

Retirement and Deferred Compensation:
Pierce County employees are members of the State of Washington's Department of Retirement System (DRS) and depending on the position or previous DRS enrollment will be able to enroll in one of many programs DRS offers.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Nationwide Deferred Compensation Plan.  This is a supplemental retirement savings program  that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

All Pierce County employees are covered by the federal Social Security and Medicare systems. The county and the employee pay an equal amount into the system.
