The Program Coordinator plans, develops, implements, and manages all aspects of a city program.   Incumbents have responsibility for oversight of daily operations and logistics, and work to improve customer and business relationships.  Position requires interaction with the public, vendors, contractors, and employees throughout various stages of the program with the overall goal of promoting community involvement and participation.  Work includes a variety of program support activities, including preparing program marketing and education materials, monitor participation, oversight of contractors for compliance with requirements and standards, maintaining records, preparing reports, and training participants and assisting with program operations and special events.   Complex and/or sensitive program or event issues are resolved at this level.  Work hours may fluctuate depending upon the needs of the program, and time may be spent moving equipment, lifting, and driving.

Distinguishing Characteristics

A Program Coordinator is different from a Program Assistant in that they have full responsibility and scope of the program/event cycle from initial assessment and design through to final evaluation. Both positions differ from Parks Supervisor classifications in that the latter has considerable responsibility and oversight of division/section programming, budget administration and/or lead responsibility of regular or supplemental staff.  

Essential Duties and Responsibilities

  • Act as the main point of contact and/or liaison with responsibility for the ongoing assessment, design, development, implementation, promotion, maintenance, and evaluation of the applicable program.
  • Identify and customize innovative trends and ideas that are consistent with strategies and guidelines
  • Assist and coordinate programs and projects to promote internal and external engagement in city initiatives and programs
  • Serve as a technical resource and assist a variety of customers including residents, businesses, staff, city leadership and commissions/city council/boards with the details and information regarding a program or project
  • Maintain oversight and management of daily operations, activities, and logistics, such as schedules, locations, data, resources availability, procurement, facility maintenance, site supervision, set-up, break down, etc.
  • Build partnerships and work collaboratively with internal and external resources to establish and maintain relationships and/or shape, frame, and promote City efforts
  • Develop, market, staff, budget, and report on programming that is beneficial to the parties involved and provides additional value to the program
  • Cultivate customer and business relationships to build loyalty, increase participation numbers and obtain feedback to improve and meet customer and program needs
  • Provide contract oversight of selected vendors/contractors; ensure contractual requirements, or proof thereof, are met by program vendors or contractors prior to services being rendered
  • Partner with staff and selected contractors to produce brochures and marketing and educational materials, following marketing and communication plan guidelines when applicable.
  • Monitor, track and maintain metrics and analytics relevant to program and/or project
  • Forecast, set, and track fees associated with applicable program
  • May represent the city at offsite and regional events.
  • May act as departmental/divisional lead in the processes of hiring and evaluating the performance of supplemental staff and contract instructors related to program
  • May coordinate and direct the activities of staff, volunteers, and participants 
  • May assess participant and/or staff ability to ensure correct placement and success in program
  • May provide support to various committees or boards
  • Assist with special projects, programs and/or events in various capacities as needed
  • And, other duties as assigned.

  • May fill in for various roles within a program or event as needed e.g., teacher, instructor, presenter, or facilitator.

Physical Demands

Dependent on the program, work is generally performed within either an indoor or outdoor environment.   All programs require frequent sitting, standing, and walking; as well as hands/fingers for repetitive motions such as simple grasping, pushing, and pulling and fine manipulation.  All programs require bending, squatting, crawling, climbing, reaching, kneeling, stooping, hearing, talking and visual acuity.   Work frequently carries up to 25 pounds and may require occasionally lifting of up to 50 pounds.  Assignments working outdoors may be exposed to adverse weather.

Education, Experience and Other Requirements

Education and Experience

  • Three years’ experience in program coordination and development, 
  • High school diploma or equivalent; college degree or coursework preferred
  • Or equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities 

Licenses and Certificates
  • Valid Washington State Driver's License
  • Valid First Aid & CPR certifications (must be obtained within 6 months of hire)
