The Seattle Department of Transportation (SDOT), a leader in progressive transportation, seeks a talented individual to develop, manage and champion a leading-edge active transportation program that benefits users of all ages and abilities.
The program manager will steer a matrix-managed team to deliver projects, programs and encouragement strategies that increase the number of trips accomplished by walking, biking and transit; increase safety and efficient mobility for non-motorized users; create active public spaces; and advance the City’s greenhouse gas reduction goals.
This position will report to the Mobility Programs Manager within the Policy and Planning (P&P) Division. The division shapes Seattle’s present and future transportation system to create healthy communities, support a thriving economy, improve our environment, and empower people by offering safe, efficient, and equitable choices for how and when to travel. We’re a team of inquisitive and collaborative planning professionals dedicated to meeting the needs and expectations of the public we serve through creative, cost-effective and practical solutions.
Partnership and Program Development
§ Develop and champion a visionary active transportation program that meets the City’s mobility, environmental, and public health goals and supports the economy.
§ Identify trends and best practices to develop new initiatives and projects that are integrated with and support other City programs and policies.
§ Represent and advocate for program and department interests with community groups, partner agencies, the Mayor, City Council, and other departments.
§ Seek funding and develop partnerships with community-based organizations, the private sector and other stakeholders to identify, fund and implement active transportation initiatives.
§ Ensure the community has the tools and knowledge needed to achieve key transportation goals of city-adopted plans, including the Pedestrian, Bicycle and Transit Master Plans, the Climate Action Plan, and Comprehensive Plan.
§ Staff the Seattle Pedestrian and Bicycle Advisory Boards.
Program Management
§ Lead a matrix-managed team comprised of staff from various programs, including Safe Routes to School, Public Space Management, Traffic Safety, Complete Streets/urban design, capital project development, and Communications.
§ Manage the Summer Streets program, including secure partnerships and funding, and develop a Sunday Parkway program.
§ Ensure that programs and projects address all ages, abilities, incomes and equitably serve all people and neighborhoods in Seattle.
§ Develop and manage program work plan, budget and quality of deliverables.
§ Develop and evaluate analytical and quantitative tools to monitor, track and assess program performance.
§ Oversee consultant and grant management activities.
Policy and Plan Development and Analysis
§ Participate in the development of transportation plans and policies to address place-making and pedestrian, bicycle and transit access.
§ Review and comment on project development activities to ensure positive outcomes for active transportation uses.
Required Qualifications
§ Bachelor’s degree in Engineering, Transportation Planning, Urban Planning or related field.
§ Three years of transportation planning or development experience.
§ Combinations of appropriate education, training, and/or experience will be evaluated on an individual basis for comparability to the minimum education and experience requirements.
§ Experience leading matrix-managed teams and developing transportation programs, including public engagement processes.
§ At least three years’ experience performing significant work with members of the public.
§ Communication skills (written and oral) that is effective and persuasive with a wide range of audiences.
§ Demonstrated success in creating partnerships and securing sponsorships to deliver programs, including funding partnerships.
§ Ability to analyze data; define problems; identify potential solutions; develop implementation strategies; and evaluate outcomes.
§ Demonstrated ability to independently set workload priorities, manage multiple funding sources and lead multidisciplinary teams across organizational lines; and demonstrated ability to work with demanding and competing deadlines.
§ Ability to work occasional nights and weekends as required.
§ Current State driver’s license or evidence of equivalent mobility.
§ Ability to effectively work in a multi-cultural workplace with a diverse customer base.
Desired Qualifications
§ Supervisory experience.
§ At least three years’ experience performing significant work with elected officials and public agencies.
§ Proficiency with spreadsheet, word processing, presentation, and project management software.
§ Master’s degree in related field.
§ Multilingual ability a plus.
