The Opportunity:

The Washington State Department of Transportation Ferries Division (WSF) is looking for a non-permanent relief dispatcher to join the crew.  The position is scheduled to last 6 months in duration.  Dispatchers work diligently to staff the vessels from the engine room to the cabin to the wheelhouse; they schedule vessel fueling, and may organize an entire crew for sea trials and boat moves.  They are responsible to cover the shifts and positions that are unfilled due to vacation, sick leave or other events.  Without their work many vessels would end up understaffed and unable to sail.  Work with seniority lists for; identify the replacement person based on qualifications and seniority and dispatch the employee to the vessel.  This position will be a 6 month non-perm position.  As the relief dispatcher your schedule may rotate around the needs during vacation requests and sick call outs as needed.
                                                     
Our dispatchers work as a team and individually almost 24/7 to ensure that the vessels are always sailing. The pace of a dispatcher's job depends on the seasons, holidays, and general workload varying from slow to very fast and hectic. Work independently without direct supervision; establish and maintain effective working relationships with internal and external customers. The ideal candidate for this position can remain calm, polite and friendly while working well under pressure of different kinds (time constraints, people availability, boat schedules, etc.), have great communication skills in person and in writing, and are known for having great phone presence.  If you are looking for a job where every day presents you with different challenges and can bring immediate results of your work, this position might be for you.
 
 This position will perform the following work:
 

  • Dispatch deck or engine room personnel to replace crew members who are on vacation or call in sick.
  • Identify replacement staff based on qualifications and seniority and dispatch the employee to the vessel
  • Work with computer-aided dispatch system.
  • Answer telephones and use marine radios.
  • Assist with auditing personnel pay orders semi-monthly.
  • Maintain on-call lists for other's to work with while the dispatch office is unmanned. Create various other dispatch lists and dispatch information for the dispatch office.
  • Work on incidental projects in the dispatch office; from scheduling weekly engine crews to updating seniority lists or any job pertaining to the dispatch office.
  • Work different shifts including nights, holidays and weekends.
An ideal candidate for this position will have:
 
  • Be able to read, understand, and apply USCG (United States Coast Guard), SMS (Safety Management System) and ISM (International Safety Management) rules and regulations, union contracts and all other rules and regulations related to the dispatching of personnel.
  • One (1) year experience in a high volume work setting, preferably working in the transportation field
  • Dependability and reliability; firmly commit to a shift schedule which can include nights and weekends
  • Strong verbal and written communication skills; communicate clearly via telephone or radio
  • Strong customer service background with experience working in high stress environment.
  • Ability to prioritize and make decisions; time management and organization skills
  • Experience using Microsoft office products; ability to learn specialized computer programs for use in dispatch functions.
 
Note: This position is covered by a union shop provision. Therefore, as a condition of employment, candidates who are appointed are required to become members of the OPEIU, or arrange to pay to that union a fee equivalent to its regular monthly dues. The union shop provision shall be effective on the first day of the month following the employee's initial 30 days in this classification.
 
This position is covered under the Collective Bargaining Agreement between the State of Washington and the Office and Professional Employees International Union Local No. 8 (OPEIU). Please consult the OPEIU contract for salary ranges and placement.

Insurance Benefits

Retirement and Deferred Compensation
 
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
