The Opportunity:
 
The Washington State Department of Transportation has an opening for a civil engineer with traffic engineering experience to supervise the Traffic Safety Management team in the Northwest Region.  This position will lead the Traffic Safety Management and Traffic Data Collection/Analysis Group.  We are looking for a leader to drive, train and mentor existing staff.  Experience in safety analysis, safety management, or supervising is desirable, but it is not required.  In addition to the leadership duties, this position is responsible for performance monitoring of the highway system in the Northwest Region, before/after studies of projects and identifying operational safety enhancements to the roadway network based on collision data and field reviews.
 
The Washington State Department of Transportation is the steward of a multimodal transportation system and responsible for ensuring that people and goods move safely and efficiently. In addition to building, maintaining, and operating the state highway system, WSDOT is responsible for the state ferry system, and works in partnership with others to maintain and improve local roads, railroads and airports, as well as to support alternatives to driving, such as public transportation, bicycles and pedestrian programs.  The Northwest Region is the largest region within the agency.   
 
 
This position will perform the following work:

  • Lead and identify conceptual solutions for the design and delivery of projects
  • Work with traffic engineers to set priorities and performance measures and offer recommendations for ways to improve safety on design projects
  • Act as a lead on performing analysis, reports, and findings
  • Lead the training effort for the Traffic Safety Management team
  • Support the regions Area Traffic Engineers and other workgroups by developing recommendations for Collision Analysis Segments and Intersection Analysis location lists, Interchange Justification Reports, field assessments, as well as provide Crash Analysis Reports for various projects
  • Manage intersection signalization and channelization prioritization
  • Serve as a regional expert for providing and interpreting accident data
  • Provide data system improvement recommendations
  • Manage before/after safety enhancement effectiveness evaluation reports
  • Write reports and memos for both technical and layman readers
 
An ideal candidate for this position will have:
  • Knowledge of traffic engineering principles, practices, and procedures
  • Ability to effectively plan and carry out projects with minimal supervision
  • Ability to supervise/lead a team
  • Ability to compose written material that clearly to conveys requests, findings, and proposals
  • Must be able to speak clearly in conversation and in meeting settings
  • Bachelor of Science in Civil Engineering and two (2) years of approved work experience
  • WA State Driver's license
Preferred skills:
  • Knowledge of the traffic safety prediction modeling found in the Highway Safety Manual
  • Intermediate to expert level Microsoft Excel knowledge
  • Proficient in data collection and analysis methods
  • WA Engineer-in-Training or Professional Engineer License
 
Note:
 
This position is covered by a union shop provision. Therefore, as a condition of employment, you are required to become a member of the PTE, Local 17, or arrange to pay that union a representational fee. The union shop requirement shall be effective on the first day of the month following the employee's initial 30 days in this classification.

Insurance Benefits

Retirement and Deferred Compensation

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
