This position is assigned to our Olympia location; however, most positions are currently teleworking daily due to the COVID-19 pandemic.
 
SCHEDULE:  Work hours are 8 a.m. – 5 p.m., Monday – Friday.
 
Where you will work:
ArtsWA is following all state guidelines for remote work during the pandemic. When the office reopens, this position will be primarily in-office with some opportunity to remote work.

What you will be doing:
The Washington State Arts Commission’s largest program, Art in Public Places (AIPP), has an exciting opportunity for you to work with our team to provide coordination and administrative support to AIPP overall and to team managers to commission, purchase, and manage public art sited at state agencies, universities, colleges, and K-12 schools. You will participate in AIPP team planning and policy. The position takes a leadership role in organizing major AIPP selection processes (Public Art Roster, Curator Roster, K-12 Pooling, etc.).
 
You will get to collaborate with your team(s) in a busy department; the work requires exceptionally strong attention to detail, excellent written and verbal communications skills, and the ability to manage multiple overlapping projects and deadlines. You must appreciate the importance of relationship building as you will be interacting with diverse groups including constituents, artists, school administrators, and colleagues at public agencies across Washington.

We are looking for an arts administrator with strong organization, communication, and administrative skills. Applicants must have proficiency with electronic/online program management software, communication skills, and management of fiscal and contracting processes. Duties


Some of what you'll enjoy doing includes:

  • Processes artwork commission and purchase contracts, invoices, and related correspondence
  • Manages communications and receipt of interagency agreements with state-wide officials
  • Provides assistance in program planning, contract development, policy and procedure development, staffing, and scheduling
  • Using delegated authority, acts as liaison for AIPP program to other state agencies, organizations, artists, and the general public
  • Provides consultation to AIPP team and functions as a specialist for projects impacting multiple areas within AIPP
  • Conducts multi-dimensional research and analysis, formulates recommendations, and coordinates implementation and ongoing evaluation of strategic and long-range AIPP policies and activities
  • Works with program manager to identify and track public art projects and program expenses
  • Closes each artwork project and reconciles with AFRS
  • Prepares annual Final Descriptive Report (FDR) for National Assembly of State Arts Agencies for compilation for the National Endowment
  • Establishes timelines, plans, materials, and communication for the calls, application processes, and related panel reviews
  • Provides technical assistance related to the state’s Public Artist Roster
  • Collates evaluations for AIPP performance measures
  • Researches and prepares annual AIPP project report for board
  • Manages program and project-related documents

Qualifications


REQUIRED:
Bachelor’s degree
AND

  • Two years of experience in office/clerical, secretarial, bookkeeping, accounting or general administrative work
  • Two years of experience analyzing policies, laws, rules or regulations; or comparable combination of graduate education and experience
  • Computer skills, including Microsoft Office (Word Access, Excel, and Outlook)
PREFERRED:
  • Continuous learning and improvement to diversity, equity, and inclusion
  • Customer service skills; communication skills (written and oral); professionalism; attention to detail; ability to sort, analyze, organize, and manage data
  • Ability  to manage workload and meet deadlines; ability to work independently under limited supervision, coordinate with others, and work as a contributing member of a team

  • Experience in accounting and/or budgeting
  • Experience or an interest in arts administration

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
