SCHEDULE:  Work hours are 8 a.m. – 5 p.m., Monday – Friday.
  • This is primarily an office position based in Olympia, but may also partially work from a remote site as approved by the Executive Director

  • 8:00 am - 5:00 pm, Monday – Friday. Position may require occasional flexible schedule, including some evening, holiday, or weekend work

  • Some travel statewide and nationally to attend meetings, training, conferences, etc.

What you will be doing:

You and the Wellness, Arts, and the Military (WAM) Program are part of the agency’s overall Community Investments program. Within that program it contributes to, among other priorities, ArtsWA’s Community of Care initiative. This initiative invests in projects and programs that advance the understanding, benefits, and impact of community arts engagement on health, wellness, and quality of life for Washington’s citizens. 

 

Specifically, the WAM Program focuses on active-duty service members, veterans, caregivers, and families. Using strong management and relational and facilitation skills, you will act as ArtsWA’s liaison to military-connected populations and the agencies and organizations that serve them. 

 

As the Manager, you will also focus on processes to build capacity and strengthen statewide WAM arts engagement programs. This will include conducting outreach, raising public awareness, and cross-promoting WAM arts events and activities between ArtsWA and other state agencies, teaching artists and arts organizations, military Veteran services organizations, and clinical services. 


You will proactively build partnerships and convenings with teaching artists and arts organizations, members of the veteran and military community, veteran services organizations, and community stakeholders engaged with the military statewide, and provide professional development, support project and grant opportunities and other resources to promote arts engagement for military connected individuals and families.  This position will be responsible for developing and managing engagement practices to align with best practices for equity, access, and inclusion.

Duties


This position will develop and implement a statewide grants program focused on the wellbeing of military-connected populations, and the arts and creative organizations that serve them. 


Some of what you’ll enjoying doing includes:

  • Innovate and develop best practice concepts for the agency’s Wellness, Arts and Military (WAM) Program. 
  • Develop and manage budget of program funds of approximately $1,500,000 annually for WAM grant programs and initiatives
  • Manage overall WAM program development, based on ArtsWA’s strategic plan and outcome goals, tailored to project scope, scale, and budget
  • Manage/oversee all agency WAM programs, projects, and initiatives
  • Significant interaction with constituents, board members, partner agencies, legislators, funders, and the public.
  • Develop and implement related policies and procedures 
  • Oversee contracting and relevant evaluation and reporting
  • Act as ArtsWA’s liaison to military-connected populations and the cohort of agencies, organizations and individuals that serve them
  • Develop, implement, and manage the WAM grants program
  • Coordinate and work collaboratively with national, state, and municipal agencies to develop equitable engagement and capacity-building strategies for arts organizations that serve military connected populations and their communities
  • Supervise and oversee the work of staff, assistant(s) and interns affiliated with the WAM program
  • Identify, engage with, and leverage local and regional stakeholders and partnerships
  • Implement innovative practices and strategies for military community outreach
  • Raise awareness of community arts engagement and conduct outreach on behalf of lesser-represented military community members (e.g. LGBTQ, BIPOC, Women, etc.)
  • Foster positive communication and understanding through development and implementation of leadership and culturally relevant training
  • Develop and utilize program evaluation tools to measure outcomes and identify areas for improvement
  • Represent WAM program objectives at events through presentations, meeting agendas and other event activities
  • Attend occasional evenings and week-end arts and outreach events
  • Perform additional duties as assigned by ArtsWA leadership

Qualifications


REQUIRED:

  • Bachelor’s degree 

  • Three (3) years or more of program management experience

AND

  • Three (3) years of community outreach/development experience

*Above community outreach/development experience can be gained concurrently for a total of three (3) years of experience


 OR


Any combination of education/relevant experience totaling seven (7) years.

AND
Three (3) years of community outreach/development experience

PREFERRED:

  • Military Veteran or familiarity with military-connected populations, military culture, and issues.
  • Familiarity with state and regional assets which may support the military community.
  • Skill in constructing logic models, program evaluations. Three years professional experience working with Veterans and / or military connected populations.
  • Excellent written and verbal communication and interpersonal skills.
  • Strong organizational and analytical skills.
  • Ability to work both independently as well as within a team.
  • Computer proficiency, including general office applications and virtual meeting platforms.
  • Ability to interact respectfully with a variety of identities, cultures, backgrounds, and ideologies.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
