GENERAL DESCRIPTION: 


Under general supervision, the Hearing Officer impartially conducts appeals hearings between constituents, and writes and issues decisions according to statute, applicable regulations, and precedent cases. Issues decisions in a timely manner. The Hearing Officer is an integral member of the Unemployment Insurance Appeals process that efficiently and fairly disposes of cases.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

 
  • Participate in the review of cases in the Quality Appraisal process and case review.
  • Ensure Federal, State, and other timeliness criteria are met.
  • Acts as Appeals Examiner/Hearing Officer, responsible for hearing and deciding matters pursuant to the Wyoming Administrative Procedures Act.
  • Hears all matters arising under the Wyoming Employment Security Law, including separation issues, employer liability, employer taxation, worker classification issues, all wage claims issues, and fair employment cases.
  • Performs legal research to ensure decisions are based on current statutes and case law.
  • Responsible for all claims and contested matters.
  • Conducts hearings by phone and/or in person and writes decisions.
  • Maintains database for particular programs.
  • Responsible for participating in training, participating in projects, and participating in Division initiatives.

Qualifications


PREFERENCES:


Preference may be given to applicants with paralegal work, legal assistance, and/or proofreading experience.


KNOWLEDGE:


  • Knowledge of all state and federal statutes and regulations relating to the operation of several government agencies and policies and precedent decisions in these areas.
  • Knowledge of all applicable statutory and regulatory changes as they occur.
  • Knowledge of the operation and use of the State of Wyoming Computer System.
  • Knowledge of Departmental Policy, Mission, and Goals and performance in line with the Strategic Plan.
  • Excellent analytical and critical thinking skills.
  • Excellent writing and/or proofreading skills.
  • Proficiency in MS Word and Excel.
 

MINIMUM QUALIFICATIONS:

Education:
Bachelor's Degree (typically in Business)
  
Experience:
0-3 years of progressive work experience (typically in Business)
 
OR
 
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Business)
