Summary

The Department of Elections is recruiting a Program Supervisor II who will lead the Language Services and Community Engagement Program at King County Elections.  This position will oversee the team responsible for translating documents, providing language-based assistance to new and existing voters, supporting outreach events in Limited English Speaking (LES) communities and coordinating activities between the Department and community based organizations/service providers and community leaders.

The outreach work is performed under limited supervision within general policy guidelines and requires considerable independent judgment and discretion in responding to and interacting with individuals and groups, which may be in politically sensitive situations.  The work requires an understanding of County and Department priorities, policies and procedures; and of community interests and concerns.  Some work is performed at a site remote from the manager so work is reviewed through written reports and periodic meetings with the leadership team.    

Engagement with citizens is to provide information and assistance and with community groups to coordinate work activities and to facilitate projects; and with County staff and policy makers to advise and provide information, respond to requests, and resolve issues and complaints.

Job Duties

  • Supervise the Elections Language Services Program focusing on translation services and outreach to Limited English Speaking (LES) voters and communities in King County; coordinate program activities and ensure program deliverables are achieved; evaluate program progress and results; prepare reports as required.
  • Plan, schedule and supervise the work activities of subordinates providing translation/interpretation/outreach tasks; provide assistance, guidance and direction with difficult or unusual problems.
  • Review reports and election documents, such as ballot titles and voters' pamphlet statements for clarity, completeness, accuracy and conformance with policies.
  • Develop program policy, methodology and design for all aspects related to ballots, voters' pamphlet, and minority language translations.
  • Review and approve internal and external publications, correspondence and manuals. Manage and coordinate the Language Assistance Program including designing, developing, and implementing a comprehensive information and communications plan for Limited English Speaking (LES) voters.
  • Develop, recommend and implement modifications or revisions in existing operating procedures.  Draft new procedures.
  • Improve work processes, address quality control and proofing issues, and document procedures.
  • Provide established policies, procedures, codes, regulations and other relevant sources to internal and/or external customers by telephone, in writing and/or in person.
  • Represent the program and act as liaison to internal and external customers, including the Office of the Secretary of State and other county elections offices.
  • Make staff assignments and allocate resources to support outreach events which publicize election services and resources.
  • Assist voters needs by researching voter, demographic and other data, reviewing voter registration data reports, and communicating with advocacy and community based groups and organizations.
  • Prepare performance appraisals to evaluate subordinates, identifying areas that need improvement; draft corrective action plans as needed.
  • Research and analyze legislation and regulations affecting elections services, revenues and programs to determine impact on budget, staffing and administration organization; compile and analyze data regarding voter trends, elections results and other election related statistics.
  • Develop, recommend, interpret, explain and implement procedural changes to promote efficient election processes and compliance with federal, state and local laws. Research, evaluate and recommend implementation of best practices.  Assign resources to support election services work priorities.
  • Prepare complex analytical or program evaluation statistical reports, schedules, graphs and documentation.

Experience, Qualifications, Knowledge, Skills

  • Experience in community organizing or in the operation of a community-based organization
  • Experience with supervision and management in a setting with union represented employees.

Desired Qualifications:
  • Baccalaureate degree in a social science, Public Administration, or a related field.
  • Certification as an Elections Administrator through the Washington Secretary of State's Office and/or Certified Elections/Registration Administrator (CERA) through The Election Center (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class).
