Position Description

The Transportation Operations Division of the Seattle Department of Transportation presents an exceptional opportunity working with a team of professionals focused on creating a safe, interconnected, vibrant, affordable, and innovative city for all. Reporting to the Transportation Operations Center Manager, the Traffic Data & Records Supervisor will supervise the Traffic Data & Records (TDR) groups, and is responsible for managing the data collection, entry, and analysis of collisions, traffic incident management, multimodal traffic, and assets. The position also serves as subject matter expert on our data repositories and performs advanced analysis on the data collected by our department.

Job Responsibilities

  • Supervise TDR staff and interns; lead hiring processes
  • Develop work plans and goals for TDR group and meet with staff to monitor progress towards goals
  • Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures
  • Coordinate on project plans with other divisions, city departments, and outside agencies to ensure division functions and requirements are met
  • Conduct research relating to transportation, traffic, big data, data analytics, data science, machine learning, data visualization and smart cities topics to build an understanding of best practices to shape future directions; ensure accuracy of completed analyses
  • Research other transportation analytics and big data initiatives within other municipalities, other levels of government (provincial, national, international), other departments, and community agencies; conduct literature searches, and utilize other social, economic, and scientific research methods
  • Plan and develop methods and procedures for collecting, organizing, and analyzing data and interpreting results for use in decision making
  • Build tools and conduct analyses using programming languages and statistical software packages such as R, the Python data analysis stack, SQL, JavaScript, Ruby, Java, MATLAB, SAS, SPSS, GIS, and Tableau
  • Develop and administer ongoing reports on the performance of the transportation network using innovative interactive reporting techniques
  • Develop interactive web-based visualizations, reporting tools, and dashboards
  • Perform on-demand, large-scale, exploratory, and targeted data research and analysis with integration and analysis tools of large datasets and apply statistical analysis and modeling for transportation applications
  • Integrate third party sources of information when needed
  • Present results of analysis and programs to internal and external audiences, including council and mayoral staff
  • Support departmental goals in promoting diversity, racial equality, and social justice

Qualifications

Required Qualifications:

  • Bachelor's degree in business or public administration, finance, computer science, or a related field
  • Three years of experience in systems, operations, procedures, research, or analysis
  • Ability to effectively work in a multicultural workplace with a diverse customer base

Other combinations of education, training, and/or experience that provide an equivalent background required to perform the work of the class may be evaluated on an individual basis for comparability.

Desired Qualifications:
  • Advanced degree in Computer Science, Statistics, Applied Math, or related field
  • At least 7 years' practical experience with data analytics, warehousing, processing, visualization, and database programming
  • Excellent understanding of machine learning techniques and algorithms
  • Experience with common data science toolkits
  • Extensive background in data mining and statistical analysis, including "big data"
  • Able to understand various data structures and common methods in data transformation
  • Excellent pattern recognition and predictive modeling skills
  • Proficiency in using query languages
  • Ability to multi-task, flex, adapt, and produce high quality work within tight deadlines
  • Excellent oral, written, and interpersonal communication skills
  • Ability to work independently while keeping supervisor informed of progress and issues
  • Strong organizational, detail, time management, and customer service skills
  • Ability to work effectively under strict timelines and constantly changing priorities
  • Ability to solve problems and absorb and apply new information
  • Multilingual
