Position Description

The Seattle Department of Transportation (SDOT) is seeking to hire a Central Waterfront Program Assistant to administer contracts, budgets and schedules of work for this $700 million major capital program.  This position will report to the Finance Manager and provide project administration support to keep up with the high volume of activity in the Office of the Waterfront.

Task will include, but are not limited to, developing and administering project agreements and contracts, coordination of project design milestone reviews, administering the change control process for the program, reviewing consultant invoices and contractor payments, and reporting on the status of projects.

The successful candidate will be required to act independently, perform analytical tasks intended to improve organizational efficiency, and evaluate and improve existing business processes.  In addition to working closely with our Finance Manager, this position will be located within the Office of the Waterfront within the Director's Office.  The position will involve working across the entire organization as well as collaborating with staff from other departments within the City of Seattle.

Job Responsibilities

  • Assist with the development and monitoring of schedules for design and construction
  • Assist in preparing contract and bidding documents and coordination with the consultant selection process
  • Review invoices, consultant/contractor change requests and authorize payments
  • Monitor and evaluates projects to ensure adherence to project specifications and scope
  • Track contracts and agreements and assist in negotiation of agreements with other departments and agencies
  • Prepare reports, correspondences, and official documents.  Serves as a liaison with other departments and occasionally provides information to the public
  • Review project financial data and accounting records, tracks budget and funding for projects.  Assist with developing Capital improvement program and project budget materials
  • Provide ongoing support to the core Central Waterfront Program team and Project Managers
  • Assist with program issue log that documents conflicts and resolutions during the life of the program
  • Assist with changes to the program master schedule
  • Support department goals in promoting diversity and social justice in keeping with the City's Race and Social Justice Initiative

Qualifications

  • Bachelor's degree in Architecture, Engineering, Business Administration, Urban Planning, or related field
  • Three years of experience in project or construction management
  • Ability to effectively work in a multicultural workplace with a diverse customer base
 
Other combinations of education, training, and/or experience that provide an equivalent background required to perform the work of the class may be evaluated on an individual basis for comparability

Desired Qualifications:
  • Advanced degree in Architecture, Engineering, Business Administration, Urban Planning
  • Experience working with complex or controversial capital improvement projects in a public agency
  • Experience working with contracts, interlocal and other agreements
  • Experience in areas of public policy related to transportation, environmental reviews, right of way acquisition, and permitting to provide a broader foundation for work on the diverse challenges of the Central Waterfront program
  • Excellent written and oral communication skills. Ability to work independently while keeping supervisor informed of progress and issues
  • Ability to be flexible and adaptable to changing work conditions and priorities in a sometimes stressful political/governmental environment
  • Multilingual
Required Certifications/Licenses:
Current Washington State driver's license or evidence of equivalent mobility

Work Environment/Physical Demands:
Most work will be performed in a normal City office environment
