Position Description

Work in the Policy & Planning (P&P) Division of the Seattle Department of Transportation (SDOT) with a team of professionals whose mission is to deliver a high-quality transportation system for Seattle.  The division helps shape Seattle's present and future transportation system to create vibrant communities connected by a transportation system that offers safe, affordable, and equitable choices for how and when to travel. We're a team of inquisitive planning and urban design professionals dedicated to meeting the needs and expectations of the public we serve through creative, cost-effective, and practical solutions.
 
As a Principal Transportation Planner/Strategic Advisor, this position leads multi-disciplinary transportation planning projects. This includes management of project scope, schedule, budget, risks, staff teams, and consultants; clear communication of goals to project stakeholders; and inclusive public engagement. The incumbent will conduct policy analysis, advocate the City's interests to other agencies, and promote the City's Race and Social Justice initiative. Additionally, this position will advise the Department Director, Mayor, City Council, and other stakeholders on recommended policies and projects to advance the City's and SDOT's vision for a fully connected, sustainable transportation system. 
 
This position reports to the Transportation Planning Manager within the P&P Division.

Job Responsibilities

  • Serve as project manager for large, multi-disciplinary planning studies. Develop and track project budgets, scopes, schedules, and performance measures; procure consultant services; manage staff and consultant teams; work with agency partners; and develop and implement public engagement strategies.
  • Evaluate internal and external plans and proposals; analyze policy issues and advocate for City interests; maintain effective working relationships with colleagues within SDOT and other City departments, as well as those from federal, state and regional agencies; prepare briefing materials and present before management, Executive, City Council, external agencies and the public.
  • Review, evaluate, inform, and coordinate traffic impact analysis reports, transportation studies, environmental impact studies, higher level transportation modeling, and financial models.
  • Advise the Department Director, Mayor, City Council on transportation planning activities.
  • Develop and implement work programs for citywide and community plans in partnership with other agencies.
  • May supervise the work of transportation planners and interns.
  • Support department goals to promote inclusion and social justice.

Qualifications

Required Qualifications:

  • Equivalent of a Bachelor's Degree in public policy, transportation planning, architecture, engineering, urban planning, or a related field
  • 7 years of progressively responsible work experience including 5 years of project management experience for large, multi-disciplinary transportation planning projects
  • 5 years of experience in strategic planning, policy analysis, and development of recommendations for senior management
  • 3 years of experience working with elected officials, members of the public, private organizations, and public agencies
  • Ability to effectively work in a multi-cultural workplace with a diverse customer base
Other combinations of education, training, and/or experience that provide an equivalent background required to perform the work of the class may be evaluated on an individual basis for comparability.

 
Required Certifications/Licenses:
Current Washington State driver's license or evidence of equivalent mobility.
 
Desired Qualifications:
  • Experience working with technical transportation planning tools such as traffic impact analysis, higher level transportation modeling, and financial models.
  • Excellent analytical, interpersonal, written and oral communication skills
  • Proven ability to manage multiple tasks, set goals and objectives, and re-prioritize as needed
  • Ability to grasp complex issues, identify alternative approaches to problems and issues, develop policy recommendations, and exercise sound judgment
  • Graduate degree in relevant subject area
  • Successful leadership of matrix-managed teams
  • Member of the American Institute of Certified Planners
  • Experience working for a municipal transportation department
  • Experience working with and developing consensus with various constituencies
  • Experience collecting and analyzing data.Experience using data to inform decisions and develop policy
  • Experience negotiating contracts and inter-local agreements
  • Experience conducting environmental compliance reviews
  • Experience working with travel demand modeling data and other analytical tools
 
Work Environment/Physical Demands:
