Our Policy & Planning Division plays a huge role in our city's transportation cool factor because we create the plans that transform our streets into exciting and inviting spaces. We also help create policies and plans that transform our city. Seattle's ranking in the nation has do with how we plan and design. As Seattle grows, we grow and solve growth's mobility challenges. We are looking for a Principal Transportation Planner who will carry the innovator's torch and contribute significantly in helping to create our city's mobility future. Can you visualize your impact? About You: 
Superlatives have been raining down on Seattle lately and our team of transportation experts, nerds, and appassionatos are continuing the trend. You'll be working with a team that's creating the framework to achieve carbon neutrality by 2050, Vision Zero by 2030, and updates to our transit and bicycle master plans by 2020. Planning is also underway for over a dozen light rail stations and mobility studies to prepare for future transportation ballot measures.

We are looking for a planner who can manage large, multi-disciplinary planning studies; oversee, develop and track project budgets, scopes, schedules, and performance measures; secure consultant services and collaborate with a variety of sectors and agency partners; manage and/or supervise staff; and create and drive public engagement strategies for diverse audiences. You'll also:

  • Evaluate internal and external plans and proposals; analyze policy issues; and advocate for City interests.
  • Manage and utilize technical transportation tools such as transportation demand models, traffic analysis, and revenue and financial models.
  • Facilitate, advise, prepare briefing materials, and present to department heads, elected officials, and stakeholders on recommended policies and projects.Support our department's goal to promote inclusion and social justice.
  • Other duties as assigned.

Qualifications

Must-haves:
While we are looking for someone who can successfully accomplish the day-to-day and drive skillfully behind the metaphorical wheel. There are a few demonstrated must-haves:

  • Bachelor's Degree or equivalent experience in public policy, transportation planning, architecture, engineering, urban planning, or a related field.
  • Years of experience by the numbers:
    • (7) Progressively responsible work experience.
    • (5) Project management for large, multi-disciplinary transportation planning projects.
    • (5) Strategic planning, policy analysis, and development of recommendations for senior management.
    • (3) Working with elected leaders, stakeholders, and public agencies
  • Ability to effectively work in a multi-cultural workplace with a diverse customer base.
  • Current WA State driver's license or evidence of equivalent mobility.

Other combinations of education, training, and/or experience that provide an equivalent background required to perform the work of the class may be evaluated on an individual basis for comparability. You may be required to work evenings, weekends, and holidays.

Qualification Pluses:

  • Excellent analytical, interpersonal, written, and oral communication skills.
  • Manage multiple tasks, set goals and objectives, and re-prioritize as needed.
  • Ability to holistically see and grasp complex issues, identify alternative approaches to problems and issues, develop policy recommendations, and exercise sound judgment.
  • Graduate degree in an applicable subject area.
  • Successful leadership of matrix-managed teams.
  • American Institute of Certified Planners membership.
  • Experience working for a municipal transportation department.
  • Experience working with and developing consensus with various constituencies.
  • Experience collecting and analyzing data and experience using data to inform decisions and develop policy.
  • Experience negotiating contracts and inter-local agreements.
  • Experience conducting environmental compliance reviews.
