Position Description

The Street Use Division of the Seattle Department of Transportation (SDOT) presents an exceptional opportunity working with a team of professionals whose mission is to deliver a safe, reliable, efficient, and socially equitable transportation system that enhances Seattle's environment and economic vitality. The Street Use division is dedicated to permitting activities in the right-of-way and issues approximately 18,000 permits per year, over the counter or through an on-line permitting system and of various levels of complexity. This position is within the division's Public Space Management Program, a program charged with promoting and regulating a vibrant, safe, accessible and attractive, shared right-of-way.

The Public Space Management team develops and implements new programs, coaches permit applicants, coordinates with internal and external stakeholders and reviews and issues permits for short-term and long-term usage of the right -of-way. Public Space permits include signs, sidewalk cafes, street food vending, parklets, festival streets, pole banners, fences and rockeries, material storage, building encroachment and a variety of other non-construction uses and activities.

The Public Space Management Permit Inspector will join our team to inspect annually renewing permits and unpermitted uses of the right-of-way. The inspector also performs code enforcement activities, reviews and issues permits and works with customers at the Permit Center Counter. This individual will work closely with our permit reviewers/inspectors, the team leads and with our customers to support activation of the right-of-way while ensuring that mobility is maintained. An energetic problem-solver with good judgment and strong communications skills will be an excellent fit for the Public Space Management Program.

This hiring process may fill multiple positions.
 

Job Responsibilities

  • Perform inspections of monthly renewal permits and process permit for billing or closure. 
  • Investigate complaints and communicate findings with complainant.  Initiate code compliance proceedings as required. Provide service at counter per schedule to provide information regarding Public Space Management permit requirements.  Coordinate alternate coverage in event of absence. 
  • Review new permit applications for signs, special activities, merchandise display, tables and chairs, play streets and block parties. Communicate with applicant to obtain necessary documents and maintain timely responses.  
  • Perform code enforcement patrols, including patrols outside business hours. Report on areas of concern and document in designated files. 
  • Escalate complex permitting and code enforcement to PSM reviewers for approval. Conduct initial assessment and determine recommendations for next steps.  
  • Follow processes consistently and ask questions when processes are unclear. 
  • Maintain accurate paper and electronic records and files for correspondence, permit applications, complaints and field reviews.  
  • Update Hansen in timely manner consistent with business process.  
  • Perform field work including field checks of dimensions and assessment of clearances required by SMC, ROW Improvement Manual or Standard Plans and Specs. 
  • Track permitting, code enforcement, and other actions for timely follow up and closure. 
  • Support department goals in promoting diversity and social justice.

Qualifications

Required Qualifications:

  • Two years of experience in Civil Engineering or Associates degree in Civil Engineering Technology or Two years of college level course work in Engineering and construction Technology
  • Ability to effectively work in a multi-cultural workplace with a diverse customer base
Other combinations of education, training, and/or experience that provide an equivalent background required to perform the work of the class may be evaluated on an individual basis for comparability.

Required Certifications/Licenses:

Current Washington State driver's license or evidence of equivalent mobility.
 
Desired Qualifications:
  • Experience working for a municipal transportation department. 
  • Computer proficiency with Microsoft office Suite
  • Ability to work independently while keeping supervisor informed of progress and issues
  • Demonstrated ability to read, interpret, and articulate Field Report Requests, applicable codes, ordinances, plans and spec, cut sheets, Right of Way Improvement Manual, street and sidewalk pavement opening and restoration rules, parts of the Land Use Code, and other applicable rules and regulations.
