Position Description

Work in the Capital Projects & Roadway Structures (CPRS) Division of the Seattle Department of Transportation (SDOT) with a team of professionals whose mission is to deliver a high-quality transportation system for Seattle. This position will support a multi-discipline, multi-department, and multi-agency team in the initiation, execution, and close-out of our most complex, highly visible capital improvement projects and programs. This is professional work serving as an advisor and/or consultant in the strategic planning and strategic initiatives of the City. The focus of the work is the planning, analysis, and coordination of professional engineering and/or functions related to inspection and plan review for SDOT.

Job Responsibilities

  • Supervise three or more SDOT Project Managers
  • Prepare and present highly authoritative transportation policy, project, or program recommendations to elected officials, department head, and executive management; develop policies with significant long-term impacts on the city's priority transportation capital projects and programs
  • Strongly influence the scope of department capital project and program direction by acting as a key advisor to management and/or department head
  • Communicate to internal and external clients and stakeholders as an authoritative representative of elected official(s), department head, and executive management on a variety of significant issues related to the City's priority transportation projects and programs
  • Actively provide leadership, focus, and direction to cross-functional or departmental project teams as an authoritative representative of the department
  • Act as a technical expert in a specific field involving independent technical decision-making, and advise on technical matters which is relied upon by the department to make decisions affecting the City's highly visible transportation projects
  • Serve as Project Manager for the most complex and controversial transportation capital projects including, but not limited to, transit projects, arterial asphalt and concrete projects, bike/pedestrian facility projects, and other medium to large transportation capital projects
  • Manage project scope, schedule, and budget from design through construction; lead coordinate consultant selection processes, negotiate and manage contracts, and evaluate consultant and contractor performance
  • Facilitate and lead team meetings; monitor and coordinate project team activities to ensure responsibilities are fulfilled and problems are resolved or elevated in a timely manner
  • Develop and negotiate agreements with other agencies and departments; review and approve invoices from consultants and agencies, process payments, change orders, and other documents
  • Develop and defend policies affecting the department's ability to fund and deliver a wide portfolio of capital projects and programs; advise elected officials and/or department head, and management on policies which may involve long term impacts to the City's transportation infrastructure and operations
  • Provide recommendations for development of significant transportation capital projects and programs to elected officials, department heads, or executive management
  • Communicate to internal and external clients and stakeholders on behalf of elected officials, department head, and executive management on a variety of significant or highly controversial transportation related issues
  • Act on behalf of and represent priorities and interests of the department on a variety of cross functional, departmental, or jurisdictional teams delivering transportation capital projects
  • Assist Paving, Bike/Pedestrian, and ADA Program Managers along with other CPRS Program Managers with Program Management duties
  • Provide monthly project status updates for reporting to management, department head, or elected officials; identify, track, and manage project risks; prepare project change forms to document changes in project scope, schedule, and budget
  • Provide input on department policies related to transportation infrastructure, operations, or services, and provide recommendations on policy and procedures related to short term and long-term transportation operations
  • Communicate and negotiate policy and procedural information with internal and external clients and stakeholders
  • Participate in and assist with coordinating or facilitating cross functional, departmental, or jurisdictional teams for delivering and wide portfolio of transportation capital projects
  • Operate regularly with technically related matters, and apply specialized knowledge in analyzing a variety of issues related to transportation capital improvements; lead and facilitate options analysis work or value engineering work on large, complex transportation capital projects
  • Coordinate with public outreach communications lead to develop and implement inclusive public outreach and involvement efforts; respond to general questions, comments, and concerns about the project
  • Support department goals in promoting diversity, racial equality, and social justice

Qualifications

Required Qualifications:

  • Bachelor's Degree in Civil Engineering, Public or Business administration, Urban or Transportation Planning, or related field
  • Five years of experience managing the scope, schedule, and budget for transportation capital improvement projects from planning, design, and through construction

Other combinations of education, training, and/or experience that provide an equivalent background required to perform the work of the class may be evaluated on an individual basis for comparability.
 
Required Certifications/Licenses:
Current Washington State driver's license or evidence of equivalent mobility.
 
Desired Qualifications:
  • Advanced degree in Civil Engineering, Public or Business administration, Urban or Transportation Planning, or related
  • At least seven years of project management experience
  • At least 2 years of supervisory experience
  • Experience working for a municipal transportation department
  • Experience working with and developing consensus with various constituencies
  • Proven ability to manage multiple tasks, set goals and objectives, and re-prioritize as needed
  • Excellent graphic, analytical, interpersonal, and writing and oral communication skills to support the development of urban design concepts and to deliver effective presentations to community groups, elected officials, and professional colleagues
  • Ability to grasp complex issues, identify alternative approaches to problems and issues, develop policy recommendations, and exercise sound judgment
  • Ability to work effectively in a multicultural workplace and with a diverse customer base
  • Multilingual

Work Environment/Physical Demands:
Work is typically performed in a normal city/office environment. May be required to work evenings, nights, weekends, and holidays, and travel overnight.
