Position Description

Work in the Transit & Mobility Division of the Seattle Department of Transportation (SDOT) with a team of professionals whose mission is to deliver a high-quality transportation system for Seattle.

The New Mobility Strategic Advisor will work with internal and external stakeholders to implement a set of strategic actions identified in the New Mobility Playbook.  The position will work on developing new pilots, programs, policies, and helping to frame decision making that expands Seattle's mobility options, advance efficiencies and benefits of new mobility services and innovative transportation technologies. The incumbent will also manage the City's floating bike share operations.  The position will report to the New Mobility Program Manager.     

Job Responsibilities

  • Participate in the development and implementation of a visionary mobility program, including demand management, shared mobility, mobility as a service, data infrastructure, personal mobility, personalized transportation services, and behavioral economic strategies that meet the City's transportation, livability, affordability, connectivity, and Race and Social Justice goals
  • Develop strategic partnerships with private sector partners and other stakeholders to develop and implement projects and programs that advance Move Seattle, the 10 Year Strategic Vision for Transportation, including representing the Department in contract negotiations
  • Take a clinical approach to proposing, delivering, and evaluating pilots and projects
  • Develop regulatory and policy recommendations related to intelligent mobility in coordination with City, County, and State partners
  • Establish new procurement and partnership models to advance new mobility solutions
  • Identify and implement technological advances that increase the use of travel options and/or user convenience
  • Advance local deployment of new mobility and other emerging urban mobility solutions including working with multiple public/private non-traditional transportation providers
  • Lead implementation of programs from the New Mobility Playbook that address all ages and abilities
  • Support and manage implementation of ongoing projects and pilots, including, but not limited to:
    • Expansion of dedicated car share stalls, passenger load zones, and electric vehicle charging infrastructure citywide
    • Partnering with SDOT's Transportation Equity Program Manager on transportation equity pilots and projects
    • Shared Mobility Hub implementation
    • Digital equity programming
    • Shared mobility and other first mile/last mile pilots
  • Advance local deployment of automated mobility initiatives
  • Continually update the City's preliminary automated mobility policy framework as advances in automated mobility technology and regulation come to light
  • Support regulatory and legislative efforts related to new mobility
  • Strengthen new mobility partnerships with King County Metro and Sound Transit
  • Identify trends and best practices to develop new initiatives and projects that are integrated with and support other City programs and policies
  • Represent and advocate for program and department interests with community groups, partner agencies, the Mayor, City Council, and other departments
  • Seek funding and develop partnerships with community based organizations, the private sector and other stakeholders to advance transportation mobility projects
  • Develop, review, and evaluate consultant/contractor proposals, negotiate award amounts, evaluate operating standards and oversee the completion of identified deliverables
  • Direct, prepare, and present written and oral reports to elected officials, agency executives and other stakeholders
  • Work with other municipalities and private parties to sell or transfer the Pronto Cycle Share equipment
  • Support department goals in promoting diversity and social justice.

Qualifications

Required Qualifications:

  • The position requires the equivalent of a Bachelor's degree in Engineering, Transportation Planning, Urban Planning or related field and
  • Five years of professional experience
  • Ability to work effectively in a multicultural workplace with a diverse customer base
  • Ability to work occasional nights and weekends as required
Desirable Qualifications:
  • Master's degree in related field
  • Proficiency with spreadsheet, word processing, presentation, and project management software
  • Experience performing significant work with elected officials, members of the public and public agencies; communication skills (written and oral) that are effective and persuasive with a wide diversity of people
  • Experience leading and developing multimodal transportation programs, including public engagement processes
  • Experience working implementing technological advances that increase use of travel options and/or user convenience
  • Demonstrated success in creating partnerships and managing stakeholders with sometimes conflicting interests
  • Resourceful team player that takes initiative
  • Multilingual

Other Position Requirements
  • Current Washington State driver's license or evidence of equivalent mobility
  • A background check may be required for this position
