Position Description

Work in the Transit & Mobility (T&M) Division of the Seattle Department of Transportation (SDOT) with a team of professionals whose mission is to deliver a high-quality transportation system for Seattle.
 
We are hiring a Senior Transportation Planner to manage neighborhood-based transportation and mobility access work, including parking and curbspace management.  This includes documenting existing conditions, engaging neighborhoods and communities in evaluating parking management and neighborhood access strategies, generating curbspace management and mobility recommendations, and leading plan decisions to final implementation.  This position will also lead the citywide Annual Paid Parking Study, documenting parking conditions in paid parking areas citywide.
 
The ideal candidate will have excellent interpersonal skills, a sincere interest in working with neighborhood business districts including residents and underserved communities, the ability to work independently and as part of a high performing team, and comfort managing multiple projects in a fast-paced environment.  This position will also require regular interaction with other City and outside agency staff.  The position will be a part of the Transit and Mobility Division's Parking Team and report to the Community Access and Parking Program lead.

Job Responsibilities

  • Work collaboratively with stakeholders in commercial and surrounding areas, including light rail station areas and other mobility hubs, to review and improve neighborhood access and on-street parking management
  • Design and employ outreach and communication strategies, paying special attention to include historically underrepresented people and perspectives
  • Scope and manage neighborhood parking and access data collection and analysis, including parking and load zone occupancy and duration studies, online surveys, intercept questionnaires, and other studies
  • Select and manage consultant contracts; data collection and analysis
  • Represent SDOT to other City departments on cross-jurisdictional teams and to external agency partners such as King County Metro, Sound Transit, the Washington State Department of Transportation (WSDOT) and the Port of Seattle
  • Analyze transportation systems and policies, including emerging new mobility trends
  • Provide parking and access review of SDOT's multimodal projects, EIS studies, and related projects or changes which may alter area loading or parking
  • Lead data collection and reporting efforts to support SDOT's Annual Paid Parking Survey, covering paid parking areas throughout the City
  • Brief and deliver presentations to the public, management staff and others; provide information for various public information materials
  • Support department goals in promoting diversity and social justice

Qualifications

Required Qualifications:

  •  Bachelor's Degree in Engineering, Transportation Planning, Urban Planning or related field
  • Three years transportation planning or development experience
  • Ability to effectively work in a multi-cultural workplace with a diverse customer base.
 
Other combinations of education, training, and/or experience that provide an equivalent background required to perform the work of the class may be evaluated on an individual basis for comparability.
 
Required Certifications/Licenses:
  • Current Washington State driver's license or evidence of equivalent mobility.
 
Desired Qualifications:
  • Experience with transportation policy, projects, or programs
  • Demonstrated communication skills (written and oral) that are effective and persuasive with a wide diversity of people; ability to serve as spokesperson for SDOT's position
  • Good judgment and demonstrated ability to handle sensitive issues with diplomacy and poise, and the ability to gain management confidence
  • Comfort and skill working in ambiguous situations
  • Strong project management skills
  • Customer and outcome focused
  • Ability to independently set workload priorities and manage multiples initiatives/program elements simultaneously; work with demanding and competing deadlines
  • Experience working with vulnerable and historically under-represented populations
  • Experience selecting and managing consultant contracts
  • Experience serving as agency representative on multi-agency committees and leading staff teams
  • Graduate degree in relevant subject area
  • American Institute of Certified Planners (AICP) Certification or Certified Administrator of Public Parking (CAPP)
  • Multilingual ability a plus
 
Work Environment/Physical Demands:
  • May require the ability to stand, walk, or bend for extended periods of time; occasionally requires handling or working with toxic/hazardous substances and lifting objects over 50lbs;
A background check may be required for this position.
