The purpose of this position is to manage and support programs and projects aimed at activating and encouraging the multimodal use of streets including carpooling, transit, bicycle and pedestrian use. Support plan and project development, coordinate capital project implementation, and organize and participate in public engagement processes. Develop grant applications. Conduct research, analyze data, and develop staff reports and presentations. Respond to public inquiries and coordinate with internal staff and external partners.
 
Position Status:  This is a full-time, regular, exempt position.  Limited term position that ends one year from hire date.
 
Work Schedule: The schedule for this position is M-F, 8 am to 5 pm
 
Union Status:  This position is non-union.

Functions

  • Manage the Destination Downtown transportation demand management program. Develop and recommend updates to program policies and procedures. Coordinate surveys, analyze program data, and provide reports.  Develop outreach materials and campaigns, and lead outreach to businesses and employees. Collaborate with program partners, and coordinate and lead public events.
  • Support the City's bicycle and pedestrian program. Coordinate the update and development of bicycle and pedestrian resources. Collaborate with program partners and coordinate events. Assist in the bicycle and pedestrian count process. Lead implementation of small scale bicycle and pedestrian capital projects, and support senior staff on the implementation of large scale bicycle and pedestrian capital projects.
  • Research and prepare grant applications as the lead staff on bicycle, pedestrian, and transportation demand management funding opportunities. Write grant applications, develop attachments such as GIS based maps, graphs, and charts, and coordinate the development of project cost estimates. Support the implementation of successful grant projects and initiatives.
  • Facilitate the City's bicycle and pedestrian stakeholder group. Lead stakeholder bike rides. Coordinate meeting dates and attendance. Develop meeting agendas, record meeting notes, and provide follow-up to meeting discussion items.
  • Manage the bicycle parking program. Coordinate the installation of bicycle racks, bicycle lockers, and bicycle corrals and oversee the maintenance of infrastructure. Work directly with property owners to identify locations, purchase required equipment, and coordinate with Public Works staff for project installation.
  • Coordinate with other City departments and public agencies on assigned projects. Schedule meetings, prepare agendas, and facilitate and summarize discussions. Respond to inquiries in order to effectively support relevant projects, programs and initiatives. Participate in and/or attend community, citizen, advisory, commission and council meetings.

Minimum Qualifications

Experience

  • Three (3) years of related experience urban planning, urban design, economic development, or other related field.
 
Education
  • Equivalent to a Bachelor's Degree in urban planning, engineering, public policy or a related degree.
Equivalent combinations of education and experience may be considered.

Computer Skills
  • Intermediate skills in geographic information systems mapping software
  • Intermediate skills graphic design and illustration software, preferably Adobe Creative Suite
  • Intermediate skills in Microsoft Word, Excel, Outlook, and PowerPoint.
 
Required Licenses and/or Certifications
Possession of:
  • A valid, appropriate driver's license
 
Knowledge
  • Principles and practices of transportation planning, including transportation demand management, bicycle and pedestrian planning, and complete streets
  • Principles of growth management
  • Principles and practices of development review procedures
  • Principles and practices of public involvement and engagement processes
  • Knowledge of principles, methodology, and practices of research and data collection
  • Pertinent federal, state and local law, codes and regulations
  • Knowledge of computer software programs, including geographic information systems mapping software and graphic design/illustration software
  • Modern office procedures, methods and computer equipment
  • Use of personal computers and basic software

  • Lead and facilitate public involvement and engagement efforts related to land use, transportation, economic and environmental planning projects
  • Present data and technical information clearly and concisely, and in multiple formats
  • Apply creative problem solving skills to gather information and solve less well-defined problems

  • Produce maps and graphics that communicate complex, technical information
  • Prepare and analyze technical and administrative reports, statements, and correspondence

  • Manage multiple tasks and assignments, set appropriate priorities, and meet deadlines
