The Community Assistance and Research Unit within the Local Government Division is seeking a full time permanent Commerce Specialist 3. As the lead for the Community Development Block Grant (CDBG) General Purpose Grant and Economic Opportunity Grant application and award processes, this position is responsible for the development, coordination and delivery of CDBG's project development technical assistance for communities seeking CDBG funds for public facility construction, local assistance program, and acquisition activities. 

Duties

  • Ensure the CDBG application and award processes comply with CDBG program priorities, federal and state laws, regulations and policies.
  • Assist in developing the CDBG Action Plan method of distribution.
  • Develop, market, and distribute application materials.
  • Develop, coordinate and deliver technical assistance, including tools and workshops for project and application development, and respond to ongoing inquiries from potential applicants.
  • Participate in technical assistance team activities and other funding assistance events.
  • Collaborate with internal and external stakeholders, regulatory agencies, and grant and loan funding partners to improve the infrastructure, community facility and economic development funding process; coordinate project development and financial packages; and develop technical assistance materials.
  • Lead the review and selection of CDBG applications for infrastructure, community facility and economic development activities.
  • Negotiate and execute assigned contracts.
  • Oversee and monitor contract compliance and performance of complex contracts.
  • Manage accounts payable and receivable functions for all assigned contracts.
  • Maintain cooperative relationships and communication with grant recipients and stakeholders.
  • Coordinate with CDBG project management team.
  • Notify supervisor of discrepancies or issues during contract period.
  • Ensure completion of contract deliverables in a timely manner during the life of a contract.
  • Participate on developing and presenting contract management materials and trainings.
  • Serve as technical expert on CDBG national objectives.
  • Serve as technical expert for CDBG citizen participation requirements and procedures.

Qualifications

Required Qualifications:

  • Bachelor's degree in business, public administration, accounting or related field. 
    • Professional level experience in governmental contracting, program/project management, or accounting may substitute year-for-year for education.
    • A graduate or advanced degree may substitute for one year of required experience.
  • Three years of experience in community and economic development with two of the three years focused in federal infrastructure and community facility funding programs and grant contract management.

Desired Qualifications
  • Experience working with and providing training for rural communities.
  • Knowledge of CDBG eligibility criteria, including national objective documentation, public facilities activities, and National Environmental Policy Act compliance requirements.
  • Knowledge of federal and state grant contract requirements.
  • Experience in grant fund management including leading grant selection teams and overseeing process improvements.
  • Experience collaborating with local, state, federal and non-profit partners.

Retirement and Deferred Compensation
