General Purpose

Under general direction, performs a full range of senior technical and/or team leader duties in development, piloting, evaluation and implementation of initiatives that leverage new, innovative mobility options, forms of technology, partnerships and business models to improve delivery of performance goals including regional mobility, social equity, economic vitality, accessibility, environmental sustainability, safety, customer satisfaction, and operating efficiency.  This position will initially be focused on planning and innovation in management of transit customer parking.

This job posting may be used to fill multiple positions.

Essential Functions

  • Leads development and implementation of transit parking management strategies and customer-facing programs.
  • Monitors transit industry best practices, emerging trends, technologies and innovations in parking management, parking fee payment and transit system access.
  • Leads development and implementation of active, accessible and non-motorized transit access improvement initiatives.
  • Develops and leads Transportation Demand Management strategies and partnerships.
  • Leads research related to user experience and use of shared, automated, connected, and electric mobility and leverages findings to enhance delivery of Sound Transit programs and services.
  • Leads or participates in efforts to improve integration and coordination of Sound Transit services with those of public and private partner transportation providers.
  • Leads or participates in research on to determine feasibility of replacing traditional transit parking capacity with new mobility partnerships and initiatives such as joint-use parking, mobility-on-demand and flexible micro-transit services, mobility-as-a-service providers and platforms, and shared mobility services (e.g. transportation network companies, bikeshare, carshare).
  • Participates on diverse project teams, committees and work groups with inter-departmental Sound Transit staff and public and private partners, as an advocate for performance improvement through mobility innovation.
  • Monitors transit industry best practices, emerging trends and innovations at peer transit agencies.
  • Manages partnership and joint project agreements and vendor contracts.
  • Presents information to senior management, elected officials, advisory groups, partner transit agency and local jurisdiction and planning agency staff, and other external stakeholders.
  • Provides support to the division/department on matters as directed; represents Sound Transit on a variety of committees and working groups; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Sound Transit policies and procedures, rules and regulations.

Minimum Qualifications

Education and Experience:
Bachelor's Degree (advanced degree preferred) in public policy, planning, business administration, engineering or closely related field, and three years of project management experience that involves research and analysis, planning and organizational performance improvement; OR an equivalent combination of education and experience.
 
Required Licenses or Certifications:
None.
 
Required Knowledge of:

  • Parking planning and/or management.
  • Transit operations and planning concepts, practices, procedures and policy issues.
  • Understanding and applying principles and best practices of providing public services, especially in the transportation field.
  • Transportation analysis methods and measures, including operational (ridership, safety, customer satisfaction, etc.), financial, and non-financial (e.g. social equity, sustainability, etc.)
  • Project management techniques and principles.
  • Principles of performance assessment and cost/benefit analysis.
  • Pertinent federal, state, and local laws, codes, and regulations.
  • Principles of business email writing and basic report preparation.
  • English usage, spelling, grammar, and punctuation.
  • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
  • Basic principles and practices of governmental budget preparation and administration.
 
Required Skill in:
  • Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
  • Establishing and maintaining effective working relationships with other staff, management, vendors, outside agencies, community groups and the general public.
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Effectively representing the Agency to outside individuals and agencies and preparing and presenting project and/or plan briefings and reports.
  • Direction and oversight of consulting staff
  • Using mathematics and statistical methods for hypothesis testing and pilot evaluation.
  • Preparing and analyzing complex data and comprehensive reports.
  • Public speaking and in developing and delivering presentations and presenting ideas and concepts orally and in writing.
  • Developing, writing, and reviewing contracts and agreements.
  • Public policy analysis and development.
  • Conducting economic, financial, and market research and analysis.
  • Effective oral and written communication.
  • Applying project management techniques and principles.
  • Developing and monitoring program/project operating budgets, costs, and schedules.

Physical Demands / Work Environment: 

  • Work is performed in a standard office environment.
  • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
