Metro's Market Development group is looking to hire a Transportation Planner II to support a variety of transportation demand management (TDM) programs that encourage people to drive less and use public transit, walk, bike and carpool/vanpool more. The successful candidate will demonstrate the ability to:
 

  • creatively solve problems,

  • demonstrate strong initiative, and
  • utilize good organizational skills.
Just as importantly, he or she will approach their work through an equity and social justice lens as we continue to strive to better serve all our King County communities, and will demonstrate the ability to connect with and work successfully with various public and private partners throughout the County.

The selected candidate will work on existing community-based TDM programs such as In Motion and employer programs, such as ORCA Passport. He or she will build employer relationships and work as part of a team to create cutting-edge new programs.
Some examples of this position's responsibilities include:
 
  • developing relationships with internal and external stakeholders and partners,
  • data analysis,
  • performance monitoring,
  • reporting,
  • project management,
  • using social media effectively,
  • developing and reviewing customer materials, and
  • other support of Market Development's partnership development and demand management activities
King County Metro's Market Development group
King County's Market Development group is part of Metro Transit, a division of King County's Department of Transportation. Metro provides local public transportation services throughout the County consistent with the goals and objectives of Metro Connects, Metro's long range plan.  These services include fixed-route bus routes, demand-responsive transportation services, vanpools, park-and-ride lots, and connections to bus, ferry, and rail services in neighboring areas.

The Market Development group is a regional and national leader in the field of Transportation Demand Management (TDM), particularly through its work with employers, developers and other partners. The group develops alternative transportation and mobility products, applies innovative pricing and financial partnering approaches, proposes transit/rideshare-supportive policies and legislation at the local and state levels, and manages agreements with numerous partners. The group created such award-winning products as U-Pass and In Motion, and has been instrumental in helping shape the landscape related to employer commute programs, innovative mobility services and parking management.  Metro Commute Partnerships, managed by this group, was a 2000 Winner of the Ford Foundation's Innovations in American Government Award, and in 2017 the Association for Commuter Transportation awarded King County Metro the Excellence in TDM Award for our track record helping to reduce drive alone travel over the past 30 years.

Work Schedule
This position is not exempt from the FLSA and is therefore eligible for overtime pay if scheduled. Typical work hours are between 8:00 a.m. and 5:00 p.m., Monday through Friday.

Job Duties

  • Manage projects or project elements as assigned, including In Motion and other demand management projects.
  • Assist in the management of work teams comprised of staff from Market Development, Marketing, Business Transportation Solutions, and other sections within the Transit Division. Coordinate project meetings with interagency teams, local jurisdiction and other agency partners, and community stakeholders.
  • Evaluate consultant work proposals. Coordinate with consultant teams and external partners during project design and implementation.
  • Manage web page content, design and production of printed materials and social media campaigns.
  • Assist in the assessment of current conditions and market needs for potential projects.  Work with local partners and internal teams to assess target markets through data analysis and stakeholder outreach.
  • Develop work plans for projects or project components; identify needed resources for project execution; develop evaluation plans.
  • Develop project concepts and support materials; develop incentive structures, outreach and promotion approaches and implementation strategies.  Coordinate project implementation activities.
  • Provide project support including preparation of project grant reports, maintaining project files, monitoring budget expenditures and processing invoices.
  • Support ORCA Passport program, including data analysis, customer support and managing customer accounts.
  • Prepare presentations and project status updates and reports as needed.
  • Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

Minimum Qualifications
A Bachelor's Degree in any related field and two years of work experience in land use, public-private partnership, transportation or environmental concerns or a related field OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform this job.

Other requirements are:

  • Strong organizational and project management skills
  • Excellent writing and oral presentation skills
  • Understanding of governmental workings; political savvy
  • Demonstrated initiative and creativity
Desirable Qualifications
 
  • A Bachelor's and/or Master's Degree in Planning (land use, urban, regional, transportation, environmental), Public Administration, Environmental Studies, Economics, Real Estate, or other closely related field
  • Experience with InDesign, GIS and/or other graphic tools
  • Experience with social media and communication tools
  • Experience leading inter-disciplinary project teams
  • Knowledge of transportation demand management and behavior change
  • Experience with technical analysis such as market and feasibility assessments and trend analysis.
  • Experience in identification of new market and partnership opportunities
  • Knowledge of land use and transit dynamics, including characteristics of transit supportive land use policies and practices
