Summary

The City Center Program Manager (CCPM) is responsible for guiding the development of Lynnwood's City Center sub-area through implementing strategies, projects, policy and studies. The individual assigned to this position will coordinate efforts to redevelop the City toward a more concentrated, mixed use, pedestrian friendly and transit-oriented center.

Essential Functions

Responsibilities include, but are not limited to:

  • Facilitating construction and redevelopment projects, both private and public; acting as the liaison between property owners, developers, city officials, city staff and city boards and commissions related to development and redevelopment in the City Center and the Regional Growth Area.
  • Serving as staff coordinator for the development of Sound Transit's Lynnwood City Center light rail station. This could include reviewing and negotiating agreements, consultant management, permitting, transit-oriented development facilitation, coordination of multi-disciplinary staff design review, construction management coordination, and station area planning related to urban design, public space and multimodal connectivity.
  • Coordinating the development, update or implementation of City Center plans, including the City Center Sub-Area Plan, City Center Parks Master Plan, FTA Transit-Oriented Development Technical Assistance Report, Lynnwood Transit Center Multimodal Plan, City Center Implementation Strategies, Planned Action Ordinance and SEPA.
  • Managing policy and programs to support private redevelopment projects including incentive programs, Design Guidelines, Lynnwood Municipal Code, and Streetscape Standards.
  • Conducting outreach to keep city residents, property owners, stakeholders and developers aware of implementation and development activities and opportunities taking place in the City Center.  This could include open-houses, serving as a liaison to external organizations, presentations at City Council, board and committee meetings, press releases, tours, social media, newsletters and/or articles for publication.
  • Developing and implementing marketing strategies to increase awareness among the real-estate development and investment communities of the City Center Sub-Area Plan, development opportunities and the City's incentive programs.
  • Identifying partnership opportunities between the City and major stakeholders to further successful implementation of the City Center Sub-Area Plan; and work in partnership with other stakeholders to achieve shared and complementary objectives.
  • Coordinating an interdepartmental City Center work group focused on fulfilling the implementation strategies for the City Center.
  • Hiring and managing consultants for studies specific to City Center including issuing requests for qualifications and proposals, project management and accountability, budgets, and coordinating final outcomes and presentations.
  • Assist as needed with other redevelopment projects that may occur within the City of Lynnwood Regional Growth Center.

Required Knowledge, Skills & Abilities
  • Strong working knowledge of the basic principles of economic development, redevelopment, project management, real estate, transportation, public outreach and policy.
  • Experience with funding, design and construction of major public infrastructure projects, preferably a combination of the following: light rail, bus rapid transit, streets, streetscapes, parks and/or trails.
  • Participation in public-private partnerships concerning redevelopment and infrastructure projects.
  • Familiarity with multimodal transportation concepts including street design, active transportation, pedestrian and bike design standards, and Complete Streets.
  • Excellent verbal and written communication skills including public speaking, group facilitation and ability to effectively communicate with people of varying backgrounds and educational levels.
  • Ability to manage projects and work with consultants; track timelines and budgets.
  • Ability to analyze data and author reports and make recommendations for action.
  • Excellent collaboration skills to coordinate multiple groups and people.
  • Ability to work effectively in a group or team setting, as a leader and/or a member.
  • Ability to effectively coordinate the work of others and to supervise assigned staff and volunteers.
  • Ability to set and manage multiple priorities.
  • Knowledge of public relations and marketing principles and practices.
  • Ability to develop and administer a budget.
  • Knowledge of Microsoft Office Suite including Excel and PowerPoint. Preferred knowledge in Adobe Creative Suite, ArcGIS, and SketchUp and/or other comparable rendering/design software.

Minimum Qualifications

Bachelor's degree or equivalent combination of related education and experience in planning, public administration, business administration, real estate development, or closely related field, (Master's degree preferred); plus three (3) years progressively responsible project management experience preferably in the areas of public / private development or redevelopment and transportation planning, a valid Washington State driver's license and a driving record acceptable to the City's insurance carrier.
