The Opportunity:  
The Washington State Department of Transportation is seeking a highly skilled, critical thinking and independent candidate for their Multimodal Planning Lead - Transportation Planning Specialist 3 position in the Systems Analysis and Planning Office in the Multimodal Planning Division located in Olympia, WA.
 
This position is responsible for leading a variety of professional transportation planning activities and GIS analysis to support the development of the Washington State Highway System Plan (HSP), Corridor Sketch Initiative (CSI) and Corridor Planning Studies (CPS). This position will have the responsibility of acting as the team leader in scoping, scheduling, budget, and carrying out the completion of statewide planning activities.
 
The ideal candidate will require attention to detail, and out of the box thinking to develop and recommend innovative methodologies, data collection and analysis, and techniques for multimodal market analysis and feasibility studies. Leading the development of implementation plans, you can be on the forefront of statewide planning. This position will perform the following work:

  • Serve as team leader for the Highway System Plan in coordination with multi-disciplinary, multimodal and multi-agency teams.
  • Develop scope, schedule and budget for planning and scope development activities.
  • Write corridor studies, and/or large portions of statewide planning documents.
  • Prepare reports, summaries, maps, and charts; makes presentations; and uses GIS (Geographic Information System) to communicate analysis results.
  • Prepare responses to questions and information requests from constituents, local agency staff and other stakeholders.
  • Conduct analysis of complex transportation data sets and translate technical and nontechnical information for a variety of audiences.
  • Lead and develop community engagement approaches and methodologies.
  • Write reports and coordinates review of complex issues, give presentations and prepare public outreach materials.
 
An ideal candidate for this position will have:
  • Bachelor's degree involving major study in transportation, urban or environmental planning, engineering, public or business administration, math or statistics, computer science, social, political science or related field AND three (3) years' experience performing the required knowledge, skills and abilities for this position.
OR
  • Master's degree in one of the above fields AND two years' professional transportation experience performing the required knowledge, skills and abilities for this position
OR
  • A PhD degree in one of the above fields AND one-year experience performing the knowledge, skills and abilities for this position.
AND
  • Three years of demonstrated and documented experience understanding:  transportation organizations, planning and performance measurement principles, performance standards.
  • Advanced knowledge of systems analysis, processes, databases, research methods, and statistical theory.
  • Three years performing lead functions; working with a diverse team; training, directing and providing guidance to staff.
  • Prior experience communicating with diverse audiences in written and verbal formats
  • The ability to attend meetings with occasional overnight stays.
  • Working knowledge of transportation products, functions, transportation modes.
  • Prior experience using data systems, analytical processes, analysis methods, transportation theory, application and techniques to support transportation policy is preferred.
  • Prior experience using GIS (Geographic Information System) is preferred.
  • Professional license or certification is preferred
 
Note: This position is covered by a union shop provision. Therefore, as a condition of employment, you are required to become a member of the PTE, Local 17, or arrange to pay that union a representational fee. The union shop requirement shall be effective on the first day of the month following the employee's initial 30 days in this classification.

Insurance Benefits

Retirement and Deferred Compensation

Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
